The 1968 Valle del Belice earthquake is an emblematic case in the geophysical and urban history of Italy: earthquake after earthquake the risk that the wealth of our country will lower has increased. According to the cliché, in fact, Sicily has experimented projects related to landscape and architectural that will be subsequently resumed in urban processes of other Italian contexts, almost as the island was a "land of experimentation". 50 years after the tragic event it is possible to trace an urban, social and cultural analysis that highlights the results of the choices made for the reconstruction of the destroyed countries. The opportunity to bring up with the times the landscape and urban structures of this territory, seriously underdeveloped and with a high seismic risk, was not fully exploited; indeed, although the intentions were forward-looking, today the Valley is full of beauties and contradictions, such as: a) the agricultural landscape prevails but does not offer work; b) ruins attract tourist attention due to their cosmic tragedy, but nothing is done to stop their gradual disappearance; c) new countries have been rebuilt as "islands into the island", and for this reason, nowadays, subject to a strong phenomenon of urban contraction that progressively extinguishes them: they are still waiting to define their identity and become real urban centers. These realities are separated from each other and without communication, they do not produce synergies with each other. Today it is spontaneous to wonder how to find a solution to this kind of emergencies: how to avoid that very historic villages, as the Italian ones, disappear due to natural or artificial disasters; how to avoid the gradual depopulation of recent urban centers. The 1968 catastrophe must be considered the starting point of new strategies so that these “places” take their identity back. The landscape and the city requires a lot of work and a long process. Only a critical understanding of cartographies and realised projects can shed light on the reasons of the success or failure of the transformations implemented and thus guarantee the basis of new urban renewal strategies. The goal is therefore to promote a method of investigation that aims to compare architectural choices and the development of cities’ urban structure before and after the catastrophe, classifying them in an Atlas of the persistence and transformation of Belice Valley, and identify the short or long-term scenarios building the biography of the places.
Il terremoto del 1968 nella Valle del Belìce è un caso emblematico nella storia geofisica ed urbana d’Italia: sisma dopo sisma è aumentato il rischio che la ricchezza del nostro paese si assottigli. Secondo il luogo comune, infatti, la condizione di insularità fa in modo che in Sicilia si sperimentino iniziative paesaggistiche ed architettoniche che saranno riprese successivamente in processi urbani di altri contesti italiani, quasi come se l’isola fosse una “terra di sperimentazioni”. A 50 anni di distanza dal tragico evento è possibile tracciare un’analisi urbana, sociale e culturale che evidenzi i risultati delle scelte attuate per la ricostruzione dei paesi distrutti. L’opportunità di riportare al passo con i tempi le strutture paesaggistiche ed urbane di questo territorio gravemente arretrato e a forte rischio sismico, non fu sfruttata a pieno; infatti, sebbene le intenzioni fossero lungimiranti, oggi la Valle si presenta piena di bellezze e di contraddizioni, quali: a) il paesaggio agrario domina imponente ma non offre lavoro; b) le rovine richiamano l’attenzione turistica per la loro tragicità cosmica, ma nulla viene fatto per fermare la loro graduale scomparsa; c) i nuovi paesi sono stati ricostruiti come “isole nell’isola”, e per questo soggetti oggi ad un forte fenomeno di contrazione urbana che progressivamente li spegne, rimangono in attesa di definire la loro identità e diventare veri e propri centri urbani. Queste realtà sono sconnesse fra loro e non comunicando, non producono sinergie l’una con l’altra. Oggi, viene spontaneo chiedersi come rispondere in maniera efficace a queste tipologie di emergenze: come evitare che, a causa di calamità naturali o artificiali, borghi estremamente ricchi di passato come quelli italiani spariscano insieme alla loro storia; come evitare lo spopolamento graduale dei centri urbani isolati di recente edificazione. La catastrofe del ’68 non va dimenticata, ma considerata per definire nuove strategie, affinché questi “non (ancora) luoghi” si riapproprino della loro identità. Tale azione richiede molte fasi di lavoro, perché il paesaggio e la città sono troppo complessi per essere progettati come un risultato, in quanto essi costituiscono un processo temporale e non un semplice prodotto. Solamente una lettura critica delle cartografie e dei progetti realizzati può mettere in luce i motivi del successo o del fallimento delle trasformazioni attuate e garantire così una base solida su cui costruire nuove strategie di rigenerazione urbana. L’obiettivo dunque è quello di promuovere un metodo di indagine che miri a comparare le scelte architettoniche e gli sviluppi delle strutture urbane delle città prima e dopo la catastrofe, classificandole in un Atlante delle persistenze e delle trasformazioni della Valle del Belice, e individuare degli scenari a breve o lungo termine costruendo così la biografia dei luoghi.
