The purpose of this thesis is to quantify the effects of the large urban project concerning the revitalisation of the railway areas (Scali Ferroviari Milanesi) and the new Circle-line on the Milanese economic system. The project deals with the urban regeneration of seven areas, currently disused, located in Milan, which together form a total surface area of 1,2 million square meters. The recent Programme Agreement signed by the Municipality of Milan, Lombardy Region and the Italian Railway Company envisages about 1,54 billion euros, to be devoted to the urban transformation of the former railway yards; Farini, Greco-Breda, Lambrate, Porta Romana, Rogoredo, Porta Genova and San Cristoforo. In this dissertation the Input-Output methodology is chosen for the evaluation. Through this, it is possible to quantify, in monetary terms, the increase in production, value-added and employment, for each productive sector and for households. The former chapter will present the structure of the Input-Output tables, which are the main analytical tool foreseen by the methodology. The second chapter will present the complex changes, made in this appraisal, to the regional Input-Output table, necessary to obtain the Input-Output table for the Metropolitan City of Milan. From this, it is already possible to identify the key sectors of the Milanese economy. The third chapter describes the Milan railway stations project and the investments included in the Programme Agreement. Finally, all results quantifying direct, indirect and induced impacts, for each industry are described, followed by an employment forecast. As the results obtained reveal, €1,54 million of capital spending can generate, in the short-term, an increase in production of 46% and around 7151 new job positions, most of which in the construction industry.
Lo scopo dell’analisi, oggetto di questa tesi, è di quantificare gli effetti del grande progetto di rivitalizzazione previsto per le aree degli Scali Ferroviari e della nuova Circle-line sull’economia milanese. Il progetto prevede la riqualificazione urbana di sette aree attualmente dismesse, site in Milano, che insieme formano un’area complessiva di 1,2 milioni di metri quadri. Il recente Accordo di Programma, firmato dal Comune di Milano, Regione Lombardia e Ferrovie dello Stato, prevede circa 1,54 miliardi di euro, da destinare allo sviluppo urbano degli ex scali ferroviari Farini, Greco-Breda, Lambrate, Porta Romana, Rogoredo, Porta Genova e San Cristoforo. La metodologia scelta nella tesi è quella dell’input-output che permette la quantificazione, in termini monetari, dell’incremento di produzione, valore aggiunto e occupazione, per ciascun settore produttivo e per le famiglie. Nel corso del primo capitolo sarà presentata la struttura delle tavole Input-Output che sono il principale strumento analitico previsto dalla metodologia. Nel secondo capitolo verranno illustrate le complesse modifiche apportate durante la tesi alla tavola Input-Output regionale, che permettono di ottenere la tavola Input-Output per la Città Metropolitana di Milano. Il successivo capitolo descrive il progetto Scali Ferroviari Milanesi e gli investimenti proposti dall’Accordo di Programma. Infine, vengono presentati tutti i risultati ottenuti, che quantificano gli impatti diretti, indiretti e indotti, per ciascun settore economico, seguiti da una stima dell’occupazione. Dai risultati ottenuti è possibile stabilire che 1,54 milioni di euro spesi, generano, nel breve termine, un incremento della produzione globale del 46% e circa 7151 nuovi posti di lavoro, principalmente nel settore delle costruzioni.
