These are the brownfields, defined here as the polluted sites included in urban areas or in the immediate suburbs, already equipped with urbanization works and close to the infrastructures for mobility and transport. For these polluted sites, urban transformation interventions that combine remediation with reuse can produce benefits that outweigh the costs of remediation interventions, such as to reduce or eliminate the need for a specific public financial contribution. For some time the Agency for the Protection of the Environment and for Technical Services deals with this specific problem, and has recently proposed a procedure for the construction of a program for the reclamation and valorization of contaminated sites aimed at the public decision-maker (Apat). To develop and extend this proposal, the Agency has entrusted the Department of Planning of the Iuav University of Venice with the task of producing methodologies and operating schemes useful for the adoption of national guidelines that promote the dissemination of brownfield enhancement measures.
Questi sono i brownfields, qui definiti come i siti inquinati compresi in ambito urbano o di immediata periferia, già dotati delle opere di urbanizzazione e prossimi alle infrastrutture per la mobilità ed il trasporto. Per questi siti inquinati gli interventi di trasformazione urbana che associano remediation a reuse possono produrre benefici superiori ai costi degli interventi di bonifica, tali da ridurre o eliminare la necessità di uno specifico contributo pubblico di tipo finanziario. Da tempo l’Agenzia per la protezione dell'Ambiente e per i Servizi Tecnici si occupa di questa specifica problematica, ed ha recentemente proposto una procedura per la costruzione di un programma di bonifica e valorizzazione dei siti contaminati rivolta al decisore pubblico (Apat). Per sviluppare e ampliare tale proposta l’Agenzia ha affidato al Dipartimento di Pianificazione dell’Università Iuav di Venezia il compito di produrre metodologie e schemi operativi utili all’adozione di linee guida nazionali che favoriscano la diffusione degli interventi di valorizzazione dei brownfields.
