Vuoti urbani, spazi in attesa. Una ricognizione e alcune proposte per Pesaro

This research work is questioning the phenomenon of the urban voids, highlighting their potential value, their characteristics and their implications regarding the functioning of cities, as well as the possible ways of their treatment. In many cases, regarding the contexts taken into consideration, the urban voids are seen as “waiting spaces”, but waiting what? This is one of the main questions that have gone through the research. In this work, the problem of those abandoned spaces, is addressed with particular reference to Pesaro: an urban reality (apparently) composed and cohesive. The research hypothesis underlying this choice (which the thesis proposes to verify) is that even in urban contexts of smaller dimensions and characterized by more contained urban dynamics, the phenomenon of formation and the very presence of urban voids play an important role. Numerous and diverse are the urban voids situated inside the city context. Their geography, the stories that generated them, their current characteristics and future vocations - aspects investigated by this work - reveal some elements of singular interest. Through the examination of some European case studies, selected with a criterion of relevance and affinity with the urban voids of Pesaro, intervention strategies and specific actions transferable (with appropriate declination) to the urban reality, mainly object of this study, were subsequently identified. In conclusion, the thesis proposes some critical evaluations on the current and previous management of urban voids present in Pesaro and identifies suitable tools and procedures for an effective treatment of the numerous and different spaces still "waiting" in this peculiar urban reality.

Questo lavoro, indaga la questione dei vuoti urbani, individuando il loro valore potenziale, le loro caratteristiche e le implicazioni relative al funzionamento delle città, nonché le possibili modalità di loro trattamento. In molti casi, rispetto ai contesti presi in considerazione, i vuoti urbani risultano essere “spazi in attesa”, ma in attesa di cosa? Questo è uno dei principali interrogativi che hanno attraversato la ricerca. In questo lavoro, il problema degli spazi di risulta, viene affrontato con particolare riferimento a Pesaro: una realtà urbana (in apparenza) composta e coesa. L’ipotesi di ricerca sottesa da questa scelta (che la tesi di propone di verificare) è che anche nei contesti urbani di minori dimensioni e caratterizzati da dinamiche urbane più contenute, il fenomeno di formazione e la presenza stessa dei vuoti urbani gioca un ruolo rilevante. Numerosi e diversi, infatti, sono i vuoti urbani rintracciabili nel contesto pesarese. La loro geografia, le storie che li hanno generati, le loro caratteristiche attuali e le vocazioni future – aspetti indagati da questo lavoro – rivelano alcuni elementi di singolare interesse. Attraverso l’esame di alcuni casi studio europei, selezionati con un criterio di pertinenza e affinità rispetto ai vuoti urbani presenti a Pesaro, sono state successivamente individuate strategie d’intervento e azioni specifiche trasferibili (con opportuna declinazione) alla realtà urbana principalmente oggetto di questo studio. In conclusione, la tesi propone alcune valutazioni critiche sulla gestione attuale e pregressa dei vuoti urbani presenti a Pesaro e individua strumenti e modalità di intervento idonei per un trattamento efficace dei numerosi e diversi spazi ancora “in attesa” in questa peculiare realtà urbana.
