The present thesis questions the organisational capability of urban societies facing the often disruptive changes which characterise Contemporary Age. Regaining a transactional vision of space seems to be strategic in order to understand how different Publics can coordinate themselves on scales and connections which go beyond specific issues and incremental goals. Publics are intended as subjectivities which result from externalities and interferences; Publics differ from each other in terms of objects of interests, organisational patterns and characterising practices. The theoretical dissertation shifts the focus from the analysis of public space as space of interference, tension and conflict to the analysis of processes of public spacing and public spatiality. Public spacing implies the bundle of tactics, practices and discourses developed in the context of the emergence of one or more Publics. Public spatiality is to be inteded as the contribution which all of these processes brings to the definition – or erosion – of spatiotemporal systems on bigger scales. This perspective makes it possible to observe the mutual interference between practices and policies and to understand in which conditions this interference constitutes an opportunity for learning, empowerment and society democratisation. By redefining social inquiry methodology as a form of a posteriori evaluation, the research work chooses the Intra-Urban Comparison approach to analyse four case studies in the historical centre of Trieste, Italy. The cases relate - albeit in different ways - to the development of the Tergeste Project, in the framework of the EU Initiative known as URBAN. The project triggered divergent trajectories of development in the area of Cittavecchia. The cases of the former Fish market – now Salone degli Incanti –, of Via Torino, of the Herbal Store “La Raganella” and of Via San Michele Garden are analysed with the aim of emphasising elements of policy suggestion in the form of working hypotheses.
Il presente lavoro di tesi si interroga sulla capacità organizzativa delle società urbane di fronte ai cambiamenti, spesso dirompenti, che caratterizzano l’età contemporanea: recuperare una visione transattiva dello spazio appare strategico per poter comprendere come differenti Pubblici, intesi come soggettività costituite a seguito di esternalità e interferenze, diversi per oggetti d’interesse, per forme organizzative e pratiche caratterizzanti, possano coordinarsi su scale e connessioni più ampie di questioni specifiche e di obiettivi incrementali. L’apparato teorico sposta il focus dell’analisi dallo spazio pubblico come spazio dell’interferenza, della tensione e del conflitto ai processi di public spacing, ovvero l’intreccio di tattiche, pratiche e discorsi sviluppati nell’ambito dell’emersione di uno o più Pubblici, e di public spatiality, ovvero il contributo che ognuno di questi processi porta alla definizione e all’erosione di sistemi spaziotemporali a scale più ampie. Da questa prospettiva è possibile osservare la mutua interferenza tra pratiche e politiche, e capire in che condizioni tale interferenza costituisca occasione di apprendimento, empowerment e democratizzazione della società. Ridefinendo la metodologia della social inquiry come forma di valutazione a posteriori, il lavoro di ricerca sceglie un approccio comparativo intra-urbano nell’analizzare quattro casi studio nel centro storico di Trieste. I quattro casi sono relazionati in maniera differente con lo sviluppo del Progetto Tergeste, nell’ambito dell’Iniziativa Comunitaria Urban, dal quale sono derivate traiettorie di sviluppo dell’area divergenti tra loro. I casi dell’ex Pescheria – ora Salone degli Incanti –, di Via Torino, dell’Erboristeria “La Raganella” e del Giardino di Via San Michele sono oggetto di un’analisi volta ad evidenziare elementi di policy suggestion nella forma di working hypothesis.
