Assessing alternatives slum upgrading approaches and challenges in Ghana 2018. Case study: Accra metropolitan

Situation of slum has since become global spectacle especially among countries in transition and its consequences is challenging for international organisations, countries and professionals to detail out best slum upgrading approaches to address the problem. Slum upgrading approaches to some extent achieve significant result in different jurisdictions yet other countries either base on the context or unknown reasons the situation of slum remains and even worsening. Can this however be blamed on the set slum upgrading approaches a country adopts in dealing with the situation. Giving the transformation in governance structure of a country influence slum upgrading approaches in terms of the context and content making way for contemporary approaches. The study assesses alternatives slum upgrading approaches and their challenges of a case study in Ghana. Contemporary slum upgrading approaches from different Jurisdictions were adopted to analyse the current slum upgrading approaches of the selected case as follow up to the understanding of slum situation and institutional arrangement, policies orientation and land management as important elements to address the problem. Results from the analysis points out positives in approaches as in line with the contemporary approaches yet there are implementation gaps in preventive slum policy strategies giving the institutional arrangement, policies orientations and land management arrangement of country’s structure and system beyond capabilities of the selected case of the study. Narrowly, these gaps are traced to the dualism in land delivery systems, acquisition of permit arrangement, policy discontinuity, resources constraint and continuous manifestation of slums through squatting practices which can only be addressed through state deliberate effort. Moreover, the study recommends a series of institutional processes to innovate the entrenched institutional arrangement to favour land management, acquisition and development through establishment of land banks to address the situation of slums
