Convivere con l'industria. Riqualificazione di un ex area industriale di Brescia

In the last few years the presence of industry within the Brescia urban area has shrunk considerably, leaving vacant sites that are waiting to be filled. Recent regulatory plans are trying to make up for this "horror vacui" by proposing different possible intended uses for these areas, of which one was selected as the designated setting for our design work. The chosen area, named MAF-LOGISTICS or former INNSE Berardi, is located in the north-western part of the city and features co-existing working industrial plants, such as the now smaller INNSE Berardi, producer of machine tools, and the overwhelming presence of the local IVECO branch. We have worked within the guidelines of the current regulatory plan, taking into account the actual needs of the local populations as well as the requests of the investors, having improvement of health and living conditions as a common theme. In fact, our project includes a number of facilities centred on social housing, on the growing need for services for the elders and other public services, rather than on industrial production. Our project is centred on a large green area that merges the other elements together, which is located among factories, workshops and the former Papa Giovanni barracks building; it works both as a buffer in respect to the industrial building and a binding agent with the nearby Mella river park, which is separated from the area by one of the main roads into the city. The buildings are scattered in this new urban wood, inviting the inhabitants to ignore the road it is connected to and enjoy a different lifestyle, made possible by a landscape that allows the population to live a life in harmony with industry.

Negli ultimi anni Brescia ha visto diminuire la presenza dell'industria all'interno del tessuto urbano cittadino, lasciando molti vuoti da riempire. I recenti piani di governo del territorio cercano di ovviare a questo “horror vacui” proponendo diverse soluzioni sotto forma di ambiti di trasformazione dedicati a questi specifici comparti. Oggetto di progettazione è proprio una di queste aree, denominata MAF-LOGISTICS o ex INNSE Berardi, sita nella zona nord-ovest della città e caratterizzata da compresenze industriali attive, consistenti nell'attuale ridimensionata INNSE Berardi, produttrice di macchine utensili, e l'ingombrante presenza della locale sede IVECO. La proposta del piano viene messa in discussione assecondando le necessità effettive della popolazione e le proposte degli investitori, incentrate sul tema emergente della salute, rispettandone però i criteri insediativi. Il progetto sviluppa una varietà di funzioni incentrate sulla residenza sociale, sulla richiesta crescente di servizi per i cittadini più anziani, unitamente a servizi pubblici e ambulatoriali, invece che sulla produzione industriale. Il legante dell'insediamento, in un'area interclusa tra industrie, officine e l'ex caserma Papa Giovanni ormai in disuso, è una grande area verde che, contrapponendosi alla forte presenza industriale, permette di costruire sia filtro che cucitura con il parco fluviale del Mella sito a breve distanza ma separato da una delle arterie principali che servono la città. Gli edifici si alternano a questo nuovo bosco urbano, spingendo l'utente ad abbandonare il fronte stradale cui è connesso l'edificato per intraprendere un nuovo percorso, un paesaggio differente che permette davvero di poter convivere con l'industria.
