Valtellina since it has been a mountain agricultural context, when people lived thanks livestock and harvest, in few decades, starting by ’60 has evolved in a highly developed area leading to an exponential trade increase; this has made tourism occupy one third of local economy becoming the main sector. During the current phase, Valtellina needs to be connected to infrastructural network, which is always evolving, in fact to close new linear hamlets were arisen and small municipalities makes the road the greatest source of exchange. Sondrio province is the only one in Lombardia that isn’t travelled by an highway and is characterised by a road network and railways not enough adequate to make the economic development powered, in fact being the unique valley surrounded by mountains the way is univocal and obligatory, and because time go on the local access system is no longer enough; in the last 20 years real progress has been recorded considering the complex procedures relating to the implementation of upgrading and redevelopment of access viability to Valtellina4, starting from the first ring roads in order to maintain tourism and more faster trade possibility. Anyway, what remain of the villages that had made their showcase the relationship with the infrastructure? How can they stay alive if flows have been diverted? Analysing the area policies and the strategic plans implemented on the territory over years, helped by territorial government instruments, it has been outlined the necessities existing on the area and has been elaborated a reconfiguration proposal of spaces so that they won’t lose their value, considering a sample object of the changing. Through these measures, the populated areas that are involved in the changing, instead of gradually becoming abandoned could become new local centres characterized by high environmental and landscape quality.
La Valtellina, dal tempo in cui era un contesto prevalentemente agricolo montano, quando la popolazione viveva principalmente dei raccolti e del bestiame, in pochi decenni a partire dagli anni ‘60 si è trasformata in un ambito territoriale molto sviluppato, con un incremento esponenziale del commercio e degli scambi, ed il turismo che è arrivato ad occupare un terzo dell’economia locale diventando il settore trainante. Nella fase attuale la Valtellina necessita di restare connessa alla rete infrastrutturale, che è in continuo sviluppo, infatti a ridosso di essa sono sorti borghi lineari, e piccoli comuni che fanno della strada la maggiore fonte di scambio. La provincia di Sondrio è l’unica provincia della Lombardia che non sia percorsa da una autostrada ed è caratterizzata da una dotazione di infrastrutture stradali e ferroviarie non sufficientemente adeguate per potenziarne lo sviluppo economico, infatti essendo una vallata unica circondata da montagne, il passaggio è univoco e obbligato, e con l’avanzare dei tempi non basta più la sola viabilità locale di accesso, negli ultimi 20 anni sono stati infatti registrati concreti avanzamenti nelle complesse procedure relative alla realizzazione degli interventi di potenziamento e riqualificazione della viabilità di accesso alla Valtellina2, a partire dalle prime tangenziali, al fine di mantenere il turismo e possibilità di commercio sempre più veloci, ma cosa ne resta dei borghi che avevano fatto del rapporto con l’infrastruttura la loro vetrina? Come possono mantenersi vivi se i flussi sono stati deviati? Andando ad analizzare le politiche dell’area ed i piani strategici attuati negli anni sul territorio, con l’ausilio degli strumenti di governo del territorio, prendendo a campione una tratta oggetto del cambiamento, sono state delineate le necessità presenti sul territorio ed è stata elaborata una proposta per la riconfigurazione degli spazi affinché non perdano di valore. Attraverso questi accorgimenti i centri abitati oggetto di cambiamento, invece che trasformarsi progressivamente in luoghi di abbandono, potranno diventare nuove centralità locali caratterizzate da alta qualità ambientale e paesaggistica.
