Glowing towers : una residenza per studenti a Novara

This thesis elaboration intends to match with the theme of the residences for university students, that gained importance since 2000 with the italian act n° 338 and the following applications: this caused its definitive separation from the generic catalogation of social housing. When a residence for universitary students is disegned, the italian law permits the partial financiability of these intervention, with the agreement of certain parameters that must be respected. The purpose is to understand how the process of design of a residence for students works, first studying the regulations and case studies, then with a pratical example which meets the regulatory standards. The project that we will study in deep was developed in the city of Novara (Italy) and takes place in a Masterplan whose objectives are: the growth of accomodation places for students, the satisfaction of the requests of the regulations and the recovery of a degraded zone. This because in the years the city was subjected by an impactant infrastructuration that caused the generation of marginal spaces that aren’t used. Furthermore this projects intends to match the theme of sustainable mobility in the city, encouraging it jointly with the use of public transportation: this determined the need to speculate about a possible connection with the historical center, which works as a hub for the buildings of the university system of Novara.

Questo elaborato di tesi vuole affrontare il tema delle residenze universitarie, tornato alla ribalta dall’anno 2000 con la legge n° 338 e con le sue successive applicazioni: ciò ne ha determinato la definitiva separazione dalla catalogazione generica di residenza sociale. Quando si progettano le residenze per studenti, la legge prevede la co-finanziabilità di tali interventi, se si rispettano determinati parametri. L’obiettivo è quello di comprendere come funziona la progettazione di uno studentato, prima attraverso lo studio della normativa e di casi studio opportunamente selezionati, successivamente attraverso un esempio pratico che risponde agli standard normativi. Il progetto di studentato che verrà approfondito in seguito è stato sviluppato nella città di Novara. Il Masterplan non ha il mero scopo di aumentare il numero di posti alloggio e soddisfare le richieste date dalla normativa, prevede piuttosto il recupero di una zona fortemente degradata. Questo perché, negli anni, la città ha subito una forte infrastrutturazione che ha generato spazi di margine poco utilizzabili, le cosiddette aree residuali. Oltre a questo aspetto, il progetto vuole affrontare il tema della mobilità sostenibile in città, in sinergia con l’utilizzo dei mezzi pubblici: da qui la necessità di ipotizzare un collegamento diretto con il centro storico, il quale funge da fulcro per le strutture a vocazione universitaria presenti.
