Cybersecurity in the operational technologies : the Italian scenario with a focus on the energy sector

Cybersecurity is becoming a forefront topic for most of the States that are experiencing the digitalization. The role of cybersecurity is central for guaranteeing the normal operations of services, since the digital revolution is rapidly transforming the way to work and live and, in parallel, is growing the risk for a cyber-attack. Despite this, the awareness and the training of people that are benefitting from digital services is not increasing with the same path. The attackers have enough space to carry out their actions. Moreover, the development of the digitalization in sectors traditionally governed by the Operational Technologies (OT) is revealing that Information Technologies (IT) and OT have different objectives in terms of cybersecurity and, till now, there is not a clear framework to follow in order to ensure the security of these systems. The lack of knowledge is transferred to the lack of awareness about the topic and the actors involved should work in order to reduce this gap. It is required a significant effort to all the actors of the cyber space. This research will show the current scenario for the cybersecurity in the energy sector, with particular relevance for the electricity one, where the coupling of IT and OT is quickly required, since an attack to these infrastructures can bring big and long-term consequences both to the digital and to the physical world.

La cybersecurity sta diventando un argomento di primo piano per la maggior parte dei Paesi che stanno affrontando la digitalizzazione. La cybersecurity, infatti, è fondamentale per garantire il normale funzionamento dei servizi digitali, dato che l’utilizzo di questi sistemi sta trasformando il modo di vivere e di lavorare e, parallelamente, sta crescendo il rischio di attacchi cibernetici. Nonostante questo, l’attenzione e la formazione delle persone che beneficiano di questi servizi non hanno ancora raggiunto un livello adeguato, e ciò lascia agli attaccanti lo spazio necessario per compiere le proprie azioni. Inoltre, lo sviluppo della digitalizzazione nei settori tradizionalmente regolati dalle Operational Technologies (OT) sta rivelando che essi hanno obiettivi diversi dall’Information Technology (IT) in termini di sicurezza informatica e, fino ad ora, non esiste un framework chiaro da seguire per garantire la sicurezza dei sistemi OT. La mancanza di conoscenza diventa mancanza di attenzione e le istituzioni devono assicurarsi che questo divario si riduca nel più breve tempo possibile. È richiesto uno sforzo significativo da parte di tutti gli attori del cyber-space. Questa ricerca mostrerà lo scenario attuale per la cyber sicurezza nel settore energetico, con particolare attenzione a quello elettrico, dove l’integrazione tra IT e OT è richiesta in tempi rapidi, poiché un attacco a queste infrastrutture potrebbe portare a conseguenze catastrofiche per il mondo digitale e per il mondo fisico.
