Purchases in the public sector represent a large portion of the expenditure borne by governments around the world but above all a significant share of national GDP. In recent years, in conjunction with the economic crisis of 2008, increasingly interest has been given to the management of public purchases, seen not only as a source of savings but also as tools to achieve objectives of a secondary nature in addition to the mere purchase: social, economic, environmental and innovation. To implement these objectives, governments must address the organizational problem that concerns public procurement and that affects effectiveness and efficiency. The current trend consists of centralizing the spending, in particular through the use of central purchasing bodies, which collect and manage the demand for goods and services from public entities. At a theoretical level, the benefits and risks that the centralization of purchases produce have been hypothesised in general and, with less contributions, in public contexts. However, there is no empirical evidence that confirms the validity and extent of the benefits, which in the case of public purchases would have a great resonance. My study quantitatively estimates the benefits generated by Consip, the Italian central purchasing body, and thus contribute to the discussion of the centralized model for public procurement.
Gli acquisti nel settore pubblico rappresentano una grande porzione della spesa sostenuta dai governi nel mondo ma soprattutto una quota rilevante del PIL nazionale. Negli anni recenti, in concomitanza con la crisi economica del 2008, sempre maggiore interesse è stato dato alla gestione degli acquisti pubblici, visti come fonte di risparmio ma anche come strumenti per raggiungere obiettivi di natura secondaria rispetto al mero acquisto di beni: sociali, economici, ambientali e di innovazione. Per attuare gli obiettivi preposti, i governi devono affrontare il problema organizzativo che riguarda gli acquisti pubblici e che influenza l’efficacia e l’efficienza nel raggiungimento degli obiettivi preposti. L’attuale tendenza consiste nel centralizzare la spesa, in particolare attraverso l’uso di soggetti aggregatori, che raccolgono la domanda di beni e servizi proveniente dagli enti pubblici. A livello teorico sono stati ipotizzati i benefici e rischi che la centralizzazione degli acquisti produce in generale e, con minor contributi, anche quelli pubblici. Tuttavia, mancano evidenze a livello empirico che confermino la validità ed entità dei benefici, che nel caso degli acquisti pubblici avrebbero una grande risonanza. Il mio lavoro stima quantitativamente i benefici generati da Consip, un soggetto aggregatore italiano, e contribuisce così alla discussione del modello centralizzato per gli acquisti pubblici.
