Progetto nell'area degli ex-magazzini militari nella città di Pavia

The area of the former military warehouses is located in the consolidated urban fabric of the city of Pavia, located to the north near the historic center has played an important strategic role thanks to its correspondence of two relevant nodes: the close proximity to the Naviglio Pavese and the railway which connects Milan and Genoa. Inside there are three military artifacts that served as warehouses and workshops built in different eras. The first warehouse was built in 1850, while the second warehouse and the long canopy were built around 1950. To date, the area is abandoned, owned, after being sold by the state property, the FIV (investment fund for the enhancement) of the Cassa depositi e prestiti, the buildings inside it are unusable and damaged due to several years of neglect, furthermore, due to its nature as an area for military use, it is surrounded by perimeter walls, even 3.5 meters high, which make it practically invisible to the city. The project operates on different levels, starting from the urban scale and recognizing in the project area a strategic and barycentric position with respect to the infrastructure of the canal and the activities that are to be established on its shores, with the aim of becoming a pivotal point of a linear park developed around the banks of the canal. The masterplan works with the aim of opening the area to the city, completing the design of the district, trying to favor the latter's relationship with the canal and from the canal to the historical center. The project foresees that in the military warehouses space and functions dedicated to leisure and culture can be found: a multi-purpose civic center (civic center, bar, fitness center and rowing), a children's museum, a restaurant, two neighborhood volumes and a kiosk.

L’area degli ex magazzini militari è localizzata nel tessuto urbano consolidato della città di Pavia, situata a nord presso il centro storico ha rivestito un importante ruolo strategico grazie alla sua corrispondenza di due nodi rilevanti: la stretta vicinanza con il Naviglio Pavese e la ferrovia che collega Milano e Genova. Al suo interno sono presenti tre manufatti militari che svolgevano funzione di magazzino e officina costruiti in epoche diverse. Il primo magazzino fu costruito nel 1850, mentre il secondo magazzino e la lunga tettoia furono costruiti intorno al 1950. Ad oggi l’area è dismessa, di proprietà, dopo essere stata venduta dal demanio, del FIV (fondo investimenti per la valorizzazione) della Cassa depositi e prestiti, i fabbricati al suo interno sono inagibili e danneggiati a causa di diversi anni di abbandono, inoltre per la sua natura di area ad uso militare è cinta da mura perimetrali alte anche 3,5 metri che la rendono praticamente invisibile alla città. Il progetto agisce su diversi livelli, partendo dalla scala urbana e riconoscendo nell’area di progetto una posizione strategica e baricentrica rispetto all’infrastruttura del naviglio e le attività che si vanno ad instaurare sulle sue sponde, con l’obiettivo di diventare punto cardine di un parco lineare sviluppato attorno alle sponde del naviglio. Il masterplan lavora con lo scopo di aprire l’area alla città andando a completare il disegno del quartiere cercando di favorire il rapporto di quest’ultimo con il naviglio e dal naviglio al centro storico. Il progetto prevede che nei magazzini militari trovino spazio funzioni e servizi dedicati al tempo libero e alla cultura: un centro civico polifunzionale (centro civico, bar, centro fitness e canottaggio), un museo per bambini, un ristorante, due volumi di quartiere e un chiosco
