The thesis analyses and develops the theme of risk management through building inspection. The objective is to provide a methodology and a tool able to classify, within a given context, the elements and objects characterised by a higher level of risk, establishing a inspection plan able to monitor the level of risk within the building. The ISO 31000: 2018 concerning risk management processes represents the main theoretical framework of the work, defining and analysing the tools and the guidelines necessary for the management of any form of risk. The peculiarity of the standard, described in chapter 1, is given by its applicability in a systematic, transparent and credible way to any field of application. Risk assessment process can be developed using simple or complex methods, with varying degrees of detail and depth, varying according to the availability of resources, the nature and degree of uncertainty of the data and the complexity of the application. Among all the possible alternatives, chapter 2 focus on Risk-based inspection (RBI) technique, developed by UNI EN 16991: 2018 standard, evaluating the transferability to the Real Estate sector. For the proposal of application of the methodology, illustrated in chapter 4, it was necessary to focus the attention on a specific category of risk. The choice, suggested by INAIL data regarding accidents in public schools in Italy in the last decade, has selected the theme of slips, trips, fall and hits risks, capable overall of generating 67% of risks within a school structure in Italy . The last chapter, core of all the work, proposes the application of the methodology to the Educational Institution A. Stoppani, based in Via Stoppani 1, Milan. The aim was therefore to experiment and apply the RBI methodology to a public school building. At present, there are not many attempts to apply the methodology to a context different from its origins, initially used in the Oil & Gas sector and subsequently in the hydrocarbon and chemical industries, in energy production and in other sectors where the methodology is applicable. With this experimentation we wanted to bring a contribution for a possible diffusion of the RBI methodology within the Building Management sector.
La tesi sviluppa e approfondisce il tema della gestione del rischio attraverso processi di ispezione e di monitoraggio. L’obiettivo è quello di fornire una metodologia e uno strumento in grado di classificare, all’interno di un determinato contesto, gli elementi e gli oggetti caratterizzati da un livello di rischio maggiore, stabilendo un programma di ispezioni in grado di monitorare il rischio connesso alle azioni mitigatorie introdotte all’interno del building. L’inquadramento teorico del lavoro parte da una riflessione generale sul tema del risk management, definendo e analizzando tutti gli strumenti e le linee guida necessarie per la gestione di una qualsiasi forma di rischio. La peculiarità del tema risk management risiede nella sua applicabilità in modo sistematico, trasparente e credibile a qualsiasi campo di applicazione. La valutazione del rischio può infatti essere sviluppata utilizzando metodi semplici o complessi con vari gradi di dettaglio e profondità, variabili a seconda della disponibilità di risorse, dalla natura e dal grado di incertezza dei dati e dalla complessità dell’applicazione. Tra tutte le possibili alternative proposte in tema di gestione del rischio il lavoro di tesi approfondisce e sviluppa la gestione del rischio attraverso i processi di ispezione dell’edificio, valutando la trasferibilità della normativa EN 16991:2018 - Risk Based Inspection Technique al settore del Real Estate. L’obiettivo è stato pertanto quello di sperimentare e applicare la metodologia RBI ad un edificio pubblico a destinazione scolastica. Ad oggi non sono ancora molti i tentativi di applicazione della metodologia ad un contesto diverso dalle origini, utilizzata inizialmente nel settore Oil & Gas e successivamente nelle industrie di idrocarburi e processi chimici, nella produzione di energia e in altri settori in cui la metodologia è applicabile. Con questa sperimentazione si è voluto portare un contributo per una possibile diffusione della metodologia RBI nel settore del Building Management.
