Nowadays the built environment sector is characterised by complex buildings, whether they are new or existing, for which is fundamental the ability to respond to specific requested functions. The ability to achieve these goals must confront the problems arising from increasing complexity. The need to guarantee high levels of response by the buildings in case of failures or uncertainties has led to a new awareness of the concept of risk. Within this approach inspection programs have a central role. Many methodologies for the definition of Risk-Based Inspection and Maintenance plans and programs (RBIM), generally applied on power energy and Oil&Gas sector, are the subject of numerous studies and standards both at national and international level. Among these, the recent introduction of the standard EN 16991: 2018 "Risk-Based Inspection Framework" has provided reference at European level for the application of this method. The thesis, that is placed within the Risk Management studies, tries to evaluate the role of Inspection and Maintenance within Risk Management tools. In a context of tools and procedures, also standardized as EN16691:2018, the thesis has as objective to propose a methodology for the definition of a risk-based inspection program in schools’ buildings. The method used is divided in two parts: a first part of literature review and a second part of application on a specific case study. A deep study on the evolution, on applications and on possible supporting tools of RBI methodology is necessary in order to understand the best possible way to apply the methodology. Following, the approach is applied on a case study: the “A. Bono Cairoli” middle school, located in Milan. In order to make possible the application of the RBI methodology, it was decided to focus only on safety in case of fire requirements. The application of the methodology involved a data collection phase, performed through an inspection in collaboration with the Municipality of Milan. In particular, attention was given to those risk that can be defined as “momentary” or immediate and that go beyond the compliance with the law. As output an inspection plan, constituted by inspection sheets and checklists, has been elaborated. The results show that the application of RBI methodology could bring to a lowering of the risk and to a better distribution of the resources.
Sempre di più il settore del built environment è caratterizzato da edifici complessi, siano essi di nuova costruzione o esistenti, per i quali risulta fondamentale la capacità di rispondere alle funzioni che gli sono richieste dalle diverse parti interessate. La capacità di raggiungere questi obbiettivi deve confrontarsi con i problemi sempre maggiori derivanti dalla crescente complessità. L’esigenza di garantire elevati livelli di rispondenza degli edifici in caso di guasti o incertezze ha portato ad una nuova consapevolezza riguardo al concetto di rischio. All’interno di questo approccio i programmi di ispezione risultano sempre più fondamentali. Varie metodologie per la stesura di piani di ispezione e manutenzione basate sul rischio (Risk-Based Inspection and Maintenance), generalmente usate nei settori della produzione di energia, sono oggetto di numerosi studi e standard sia a livello nazionale sia internazionale. Tra questi la recente introduzione dello standard EN 16991:2018 “Risk-Based Inspection framework” ha fornito un’indicazione a livello europeo per l’applicazione di questo metodo. La tesi, che si colloca all’interno degli studi sul Risk Management nel Built Environment, prova a valutare il ruolo dell’Inspection and Maintenance all’interno degli strumenti di Risk Management. Con riferimento a un quadro di strumenti e procedure, anche normate come lo standard EN 16991:2018, la tesi si pone l’obbiettivo di proporre un metodo per la definizione di un programma di ispezione basato sul rischio legato al settore degli edifici scolastici. Il metodo utilizzato si suddivide in due parti: una prima parte di literature review e una di applicazione ad un caso studio specifico. Un approfondito studio sull’evoluzione, sulle applicazioni e sui possibili strumenti di supporto alla metodologia RBI è necessario al fine di meglio comprendere la migliore strada per l’applicabilità del metodo. In seguito, la metodologia è applicata ad un caso studio specifico: la scuola media “A. Boni Cairoli” di Milano. Per rendere possibile l’applicazione è stato deciso di focalizzarsi solamente sui requisiti di sicurezza in caso di incendio. L’applicazione ha coinvolto una fase di raccolta dati, attraverso un sopralluogo svolto in collaborazione con il Comune di Milano. In particolare, l’attenzione maggiore è stata data a un tipo di rischio che può essere definito come “momentaneo” o immediato e che va oltre la semplice conformità con le leggi specifiche in vigore. Il risultato è stata l’elaborazione di un piano di monitoraggio, costituito da schede di ispezione e checklist. I risultati mostrano come l’applicazione della metodologia RBI può portare ad un abbassamento del rischio e ad una migliore distribuzione delle risorse.
