Understanding the role of data management within smart cities' strategy

The thesis aims to answer the research question: "what is the role of data management within the Smart CIties strategy?". An overview is then made of how the Smart Cities have become established and why, how the data can be used and how the strategy is structured in the public sector. To answer the research question, an analysis of secondary sources was carried out, studying different cases of data management implementation in "smart" initiatives. I also brought my work experience at Milan's Municipality, which focused on how data can help improve the attractiveness of the city. In conclusion we have deduced that data management can have three roles: explorative, aggregative and goal-oriented. These three uses can therefore be traced back to each phase of the implementation of a strategy in the public sector.

La tesi vuole rispondere alla domanda di ricerca: "qual è il ruolo del data management all'interno della strategia delle Smart CIties?". Viene quindi fatto un excursus su come si siano affermate le Smart Cities e perchè, come i dati possano essere utilizzati e come viene strutturata la strategia nel settore pubblico. Per rispondere alla domanda di ricerca si è fatta un'analisi di fonti secondarie studiando diversi casi di implementazione del data management all'interno di iniziative "smart". Inoltre ho portato la mia esperienza lavorativa al Comune di Milano, che si è focalizzata su come i dati possano aiutare a migliorare l'attrattività della città. In conclusione abbiamo dedotto che il data management può avere tre ruoli: esplorativo, aggregativo e goal-oriented. Questi tre utilizzi possono quindi essere ricondotti ognuno a ogni fase dell'implementazione di una strategia nel settore pubblico.
