Sewing informality. Uhusiano, Ushiriki, Maendaleo : a method for an urban reconnection

The research aims to study the behaviours of the informal community in the region of Dar es Salaam. Particular attention has been given to the possible formation of an informal settlement close to a sensitive environmental site of Wazo Hill former quarry. The rapid urban growth in the Sub-Saharian region already started to generate major problems of spatial configuration, poverty, density and access to resources. In this context, the informal sector is the prime option for land seekers. Tanzania, specifically the Dar es Salaam region, is facing a rapid phenomenon of informal urbanization, where almost the 70% of the population is living in informal settlements, with an growth rate in the city comprised by 4,7% and 9,1% per year. The project aims to guide the formation and the development of an informal settlement, avoiding the usual digestive behavioural pattern in favour of a better structured system. The structure is based on the usage of landscape elements, formal infrastructures and services to guide the development without the superimposition of rules, taking advantage of the conditions of the territory and the usual behaviours of the informal community. The framework is the result of the study of various authors. The major influence comes from the book “Planning and design for future informal settlements” of Upenn professor David Gouverneur. In the book he present the concept of Informal Armatures: “The Informal Armatures approach seek to take advantage of the adaptive capacities of the informal settlers, while avoiding the problems of random occupation and evolution”. A second influence come from the work of Christian Werthmann on how to integrate landscape infrastructures in already developed informal settlements. His work envision the idea of reconceptualize the methods and the elements used to deal with the informal city, giving a focus on the usage of formal components in informal conditions. The author suggest a deeper focus of the designers on the process instead of the product. The work of Alessandro Frigerio consider to create new centralities in the urban system to foster a targeted densification and a controlled settlements formation. This work envision the idea of the creation of a landscape armature, where concepts taken from the book of D. Gouverneur such as “attractors”, “protectors”, “receptors” and “transformers” are used, mixed, and, eventually, re-imagined to serve as guideline in a both urban and landscape contexts, to foster the creation of an informal settlement that can consciously deal with the landscape and the nature itself. The project addresses the creation of an informal settlement towards a different perspective, where the landscape system become a social infrastructure, that aims to develop the urbanization in a more conscious way, embracing the pre-conditions of the territory.

La ricerca si propone di studiare i comportamenti della comunità informale nella regione di Dar es Salaam. Particolare attenzione è stata data alla possibile formazione di un insediamento informale vicino in un sito ambientale sensibile della ex cava di Wazo Hill. La rapida crescita urbana nella regione sub-sahariana ha già iniziato a generare problemi importanti configurazione spaziale, povertà, densità e accesso alle risorse. In questo contesto, il settore informale è l'opzione principale per i cercatori di terre. La Tanzania, in particolare la regione di Dar es Salaam, sta affrontando un rapido fenomeno di informale urbanizzazione, dove quasi il 70% della popolazione vive in insediamenti informali, con un tasso di crescita della città compreso tra 4,7% e 9,1% all'anno. Il progetto mira a guidare la formazione e lo sviluppo di un insediamento informale, evitando il solito schema comportamentale digestivo a favore di un sistema meglio strutturato. La struttura si basa sull'utilizzo di elementi paesaggistici, infrastrutture formali e servizi a guidare lo sviluppo senza la sovrapposizione di regole, sfruttando le condizioni di il territorio e i comportamenti abituali della comunità informale. Il quadro è il risultato dello studio di vari autori. La maggiore influenza viene dal libro "Pianificazione e progettazione per futuri insediamenti informali" del professor David Gouverneur di Upenn. Nel libro presenta il concetto di Armature informali: "L'approccio delle armature informali cerca sfruttare le capacità di adattamento dei coloni informali, evitando i problemi di occupazione ed evoluzione casuali ". Una seconda influenza viene dal lavoro di Christian Werthmann su come integrare il paesaggio infrastrutture in insediamenti informali già sviluppati. Il suo lavoro immagina l'idea di riconcettualizzare i metodi e gli elementi utilizzati per affrontare la città informale, concentrandosi su l'uso di componenti formali in condizioni informali. L'autore suggerisce un focus più profondo del designer sul processo anziché sul prodotto. Il lavoro di Alessandro Frigerio considera di creare nuove centralità nel sistema urbano per favorire un densificazione mirata e formazione di insediamenti controllati. Questo lavoro immagina l'idea di creare un'armatura del paesaggio, in cui i concetti siano tratti dal vengono utilizzati i libri di D. Gouverneur come "attrattori", "protettori", "recettori" e "trasformatori", misto, e, infine, reimmaginato per servire come linea guida in un contesto sia urbano che paesaggistico, a favorire la creazione di un insediamento informale che possa occuparsi consapevolmente del paesaggio e del la natura stessa Il progetto affronta la creazione di un insediamento informale verso una prospettiva diversa, dove il sistema paesaggistico diventa un'infrastruttura sociale, che mira a sviluppare l'urbanizzazione in un altro modo consapevole, abbracciando le condizioni del territorio.
