Public procurement is a process by which the government entity purchases goods and services from a private actor while spending public money. The procurement takes place at all levels of the governance from local to national, which is guided by a set of standards established by the governing body. This report focuses on the digital innovations in public procurement and the public procurement system of leading contributors to the European Economy. The public procurement is one among the major spending of GDP in most of the countries. The European Union spends around 14% of its GDP on purchasing goods, works and service for public. The report also provides a brief information on the working of European commission in implementing rules and regulations through EU directives along with the strategies they follow in order to attain less bureaucracy and higher efficiency in the public procurement system. As the institutions in every country focuses on improving the system, they rely on digitalization of the activities, in which human interference is less and results in lower irregularities. In the process of digitalization of public procurement and improving the digital technologies in the system, several projects were introduced to enhance the operations of current electronic procurement tools. These projects have provided a boost to the development of public procurement in the European Union. The report later concentrates on the public procurement system of countries like Germany, France and Italy, who are the leading contributors for the European economy and also their agendas towards the Europe 2020 project. The Europe 2020 strategy concentrates on developing the European economy by focusing on smart, sustainable and inclusive growth. It believes providing employment, investing in R&D, increasing literacy and concentrating on environment leads to the development of European economy. The digital innovations also play a larger part in the development on European economy by providing digital technologies to overcome the problems faced in the procurement system. The future of public procurement depends on the utilization of amazing digital technologies such as Big data, Artificial Intelligence and Blockchain. These technologies can bring in an unexpected breakthrough, which might lead to a disruptive innovation in the field of public procurement
Gli appalti pubblici sono un processo mediante il quale l'entità pubblica acquista beni e servizi da un attore privato mentre spende denaro pubblico. L'approvvigionamento si svolge a tutti i livelli della governance da locale a nazionale, che è guidato da una serie di standard stabiliti dall'organo di governo. Questo rapporto si concentra sulle innovazioni digitali negli appalti pubblici e il sistema di appalti pubblici di importanti contributori per l'economia europea. Gli appalti pubblici sono una delle maggiori spese del PIL nella maggior parte dei paesi. L'Unione europea spende circa il 14% del suo PIL per l'acquisto di beni, opere e servizi pubblici. Il rapporto fornisce anche una breve informazione sul funzionamento della commissione europea nell'attuazione di norme e regolamenti attraverso le direttive dell'UE e le strategie che seguono al fine di ottenere meno burocrazia e maggiore efficienza nel sistema di appalti pubblici.
