The Open Government Data (OGD) research field is driven by a growing desire for transparency, responsibility and participation. In addition to this, the enormous availability of new datasets has stimulated the OGD movement from the really beginning. However, the lack of knowledge on the stakeholders surrounding OGD initiatives is negatively affecting the achievement of the benefits sought. This thesis increases knowledge on the OGD stakeholders providing an identification framework and a tool that matches stakeholders with the skills they should have in order to increase the effectiveness of the OGD system. The identification framework is the result of an iterative analysis on Stakeholder Theory applied to different case studies, that ended up with a list of stakeholders able to return a picture of a general OGD project. The stakeholders/skills tool is a combination of the list of stakeholders, obtained by the identification framework, and the Open Data Institute skills framework, that describes the knowledge and the skills of anyone interacting with open data. Taking OpenCUP, an awarded Italian OGD platform, as case study, the identification framework and the stakeholders/skills tool are tested. Various stakeholders are selected and interviewed. Consequently, a qualitative content analysis is conducted on the interviews. Finally, the case study highlighted the need of few integrations in order to achieve better results and it opened up to future opportunities.
Trasparenza, responsabilità e partecipazione sono tre dei principi che guidano la ricerca nell’ambito degli Open Government (OGD). Inoltre, lo stesso movimento OGD ha tratto grande beneficio dalla crescente disponibilità di banche dati. Nonostante ciò, la realizzazione dei benefici desiderati è rallentata da alcune barriere, tra le quali troviamo la scarsa conoscenza degli stakeholder coinvolti nelle iniziative OGD. Il contributo di questa tesi è quello di incrementare la conoscenza riguardante gli stakeholder degli OGD tramite un modello di identificazione e una matrice in grado di associare gli stakeholder e le competenze di cui hanno bisogno per utilizzare nel modo più efficace i sistemi OGD. Il modello di identificazione è il risultato di un’analisi iterata su come la Teoria degli Stakeholder viene applicata a determinati casi studio. La matrice è realizzata tramite la combinazione tra la lista degli stakeholder, ottenuta dall’applicazione del modello di identificazione, e le competenze individuate dall’Open Data Institute, che descrivono la conoscenza e le capacità di chiunque interagisca con gli open data. Il modello di identificazione e la matrice stakeholder/competenze sono state validate tramite un caso studio realizzato su OpenCUP, una piattaforma OGD dedicata al monitoraggio degli investimenti pubblici. È stata condotta un’analisi qualitativa dei contenuti sulle interviste realizzate con diversi stakeholder. Il caso studio ha evidenziato la necessità di accompagnare i modelli discussi con alcune integrazioni e, inoltre, ha fatto emergere alcune opportunità future.
