Innovation Procurement in the public sector has acquired an increasing relevance in the last decades. Several initiatives at the EU level have been promoted to foster public buyers to implement Innovation Procurement projects. Indeed, public authorities are big market players and, as a consequence, can exploit the potential of their large-scale demand to drive a smart, sustainable and inclusive growth. This approach may be considered as an attempt to complement traditional supply-side policies, which are often blamed for crowding out private investments, with more effective demand-side ones. Hence, the use of public procurement in the promotion of Innovation has become mainstream in innovation policy debates, supported by numerous reports and inquiries. This thesis aims at exploring this phenomenon of recent relevance, contributing to the advance of knowledge in the field. In particular, a general literature review led to the development of a framework on Innovation Procurement in the public sector, which was the basis for empirical and theoretical analyses. A survey was conducted in the Italian PA to obtain, together with a systematic analysis of previous publications, an integrated and structured view of the phenomenon. This will help academic scholars to position their works while deriving definite findings to support the practical application.
L’Innovation Procurement nel settore pubblico ha acquisito una crescente rilevanza nel contesto Europeo negli ultimi decenni. Molte sono le iniziative che l’Unione ha lanciato per promuovere l’implementazione di progetti di acquisto innovativo da parte delle PA. La domanda pubblica può rappresentare uno stimolo efficace per spingere il mercato verso l’Innovazione e conseguire una crescita sostenibile, intelligente ed inclusiva. Di conseguenza, l’utilizzo del Public Procurement per la promozione di Innovazione è diventato un importante argomento di dibattito pubblico, supportato da numerosi report e ricerche. Lo scopo di questa tesi è quello di esplorare questo fenomeno di recente interesse, contribuendo ad ampliarne la conoscenza. In particolare, tramite un’estensiva revisione della letteratura, un modello di classificazione è stato sviluppato e conseguentemente validato tramite analisi empiriche e teoriche. Un’indagine è stata condotta nell’ambito della Pubblica Amministrazione italiana, i cui risultati hanno portato, insieme a un’analisi strutturata della letteratura, ad una visione comprensiva del fenomeno. Il modello di classificazione risultante potrà aiutare così gli accademici a classificare i loro lavori e fornire un contributo concreto per la gestione e l’esecuzione di progetti di innovazione da parte degli acquirenti pubblici.
