The dissertation explores the efforts of the European Commission in the implementation of more sustainable agricultural practices. The protection of the environment became a core objective of the policy since the 90s, as a response of the increasing awareness of people and the consequently pressure coming from the public opinion. Particularly, the aim of the thesis is the examination of the latest greening reform, and whether it was capable of creating the results expected. Each chapter provides the elements necessary for understanding the overall CAP framework. In Chapter 1, it is described the historical development of the European Union, with particular attention to the introduction of the agricultural policy. The second chapter explores the agricultural sector, and the main features and costs of the CAP. Chapter 3 provides the description of the most important policy reforms, deeply analyzing the ones occurred since 90s. Chapter 4 focuses on the most important greening policy instruments under both Pillars. Chapter 5 considers the achievements of the green direct payments, describing deeply Italy and France cases. In conclusion, Chapter 6 reassumes all the information given, providing the future challenges for the sector and the next phase of the reform process towards a more sustainable agriculture.
La tesi esplora gli sforzi della Commissione europea nell'attuazione di pratiche agricole più sostenibili. La protezione dell'ambiente è diventato un obiettivo centrale della politica agricola sin dagli anni '90, come risposta alla crescente consapevolezza delle persone e alla conseguente pressione proveniente dall'opinione pubblica. In particolare, lo scopo della tesi è l'analisi della più recente riforma “Greening” e se sia stata in grado di creare i risultati attesi. Ogni capitolo fornisce gli elementi necessari per comprendere la struttura generale della PAC. Nel capitolo 1, viene descritto lo sviluppo storico dell'Unione Europea, con particolare attenzione all'introduzione della politica agricola. Il secondo capitolo esplora il settore agricolo europeo e le principali caratteristiche e costi della PAC. Il capitolo 3 fornisce la descrizione delle più importanti riforme della politica agricola, analizzando in particola modo quelle avvenute dagli anni '90. Il capitolo 4 si concentra sui più importanti strumenti di politica ambientale di entrambi i “Pillars” della PAC. Il capitolo 5 considera i risultati dei “green direct payments”, descrivendo in modo approfondito i casi di Italia e Francia. In conclusione, il capitolo 6 riassume tutte le informazioni fornite, spiegando quali saranno le sfide future per il settore e la prossima fase del processo di riforma verso un'agricoltura più sostenibile.
