Although Argentina is a rich country with respect to renewable resources and although it has one of the windiest areas of the world (the Patagonia region), the percentage of electricity generation coming from renewables is very low. Almost the sixty percent of the electricity it is generated in thermic power plants that burn hydrocarbons. These plants produce greenhouse gases, they contaminate the air and the electricity produced is very expensive due to the cost of the fuels that have to be imported from other countries. To solve this problem, three years ago it was launched a project called RenovAr which aims to increase the electricity generation coming from renewable resources from 2% in 2017 up to a desirable 20% in 2025. The project included periodic tenders to where national and international companies could present their bids specifying the price in dollars at which they wanted to sell the electricity generated. The objective of the present thesis is to design and evaluate the viability of building a wind farm to be incorporated in the second tender of the project RenovAr. In order to do this, first it is determined the location where the wind farm could be built, then, it is selected the optimal wind turbine model to be installed. It is decided the size of the wind farm and finally it is designed the layout that maximized the arrays efficiency of the plant. After finishing the design phase, it is evaluated the economic viability of the project calculating the expected capital expenditures as well as the operation and maintenance cost. It is estimated the amount of energy that the wind farm will generate and the expected revenues for the next twenty years. According to this analysis, the wind farm is viable from an economic point of view and (under the RenovAr project constrains) it would be recommended to invest the money necessary to build it. The wind farm would generate benefits not only to the project owners but also to the hole population in Argentina due to the fact that it would reduce cost of the electricity generation, it would reduce the air contamination, it would reduce the CO2 emissions and it would reduce the consumptions of fossil fuels.
Sebbene l'Argentina sia un paese ricco rispetto alle risorse rinnovabili e sebbene abbia una delle aree più ventose del mondo (la regione della Patagonia), la percentuale di produzione di elettricità proveniente da fonti rinnovabili è molto bassa. Quasi tutta l'elettricità è generata da centrali termiche aimentate da idrocarburi. Questi pianti producono gas serra, contaminano l'aria e l'elettricità prodotta è molto costosa a causa del costo dei combustibili che devono essere importati da altri paesi. Per risolvere questo problema, tre anni fa è stato lanciato il progetto RenovAr che mira ad aumentare la produzione di elettricità proveniente da fonti rinnovabili dal 2% nel 2017 fino ad un auspicabile 20% nel 2025. Il progetto includeva gare periodiche nelle quali aziende nazionalie e internazionalie potevano presentare le loro offerte specificando il prezzo di vendita dell'elettricità generata. L'obiettivo del presente lavoro è progettare e valutare la fattibilità della costruzione di un impianto eolico da incorporare nella seconda gara del progetto RenovAr. A tal proposito, viene inizialmente determinato il luogo in cui costruire il parco eolico, quindi viene selezionato il modello di turbina eolica ottimale da installare. Successivamente viene decisa la dimensione del parco eolico e infine si progetta il layout che massimizzerá l'efficienza degli array dell'impianto. Conclusa la fase di design, si stima la fattibilità economica del progetto calcolando le spese in conto capitale nonché i costi operativi e di manutenzione; si valuta la produzione attesa nei prossimi vent’anni e il conseguente ricavo atteso dal progetto. Secondo questa analisi, l´impianto eolico è redditizio da un punto di vista economico e quindi (in base ai vincoli del progetto RenovAr) si consiglia di investire il denaro necessario per costruirlo. Il parco eolico genererebbe benefici non solo per i proprietari del progetto, ma anche per tutta la popolazione in Argentina, poiché ridurrebbe i costi di produzione di energia elettrica, ridurrebbe la contaminazione dell'aria, ridurrebbe le emissioni di CO2 e ridurebe i consumi di combustibili fossili.
