Construction management, organigramma standard di progetto : ruoli, responsabilità e flussi informativi

Within the area of Project & Construction Management, the present work deals with the issues related to the organizational structure of a project team during the execution phase of the construction process. The objectives are to identify all the subjects involved in the construction process; to establish the relationships among them; to inspect the information flows that are necessary for an efficient management of this phase, with the final aim of completing the construction works within the cost, time, scope and quality constraints. The methodological approach that has been adopted to achieve these objectives presents the working experiences collected during the past year, which are the basis for the development of the topics of this research. Subsequently, the identification of the execution phase and of its distinctive features has been carried out and the main management activities that are necessary to manage the construction process were identified. The research proceeds with the presentation of all the subjects involved in this phase, analyzing in-depth their roles and responsibilities. Subsequently the main organizational configurations are presented based on some different variables that may commonly affect the development of a project, highlighting the connections between the various subjects. These topics have been studied within the applicable national regulations in the construction sector proposing a comparison and an integration with the fundamentals provided by the Project Management discipline for the management of complex projects. In conclusion, the information flows that are exchanged between the actors identified have been analyzed, in respect of their relationships and in order to perform the management activities that were previously identified. The existence of a standard organizational chart of a project can finally be proposed, which becomes more complex according the needs of specific skills and specializations, so as to respond to particular executive and management requirements.

Il presente elaborato di laurea affronta, nell’ambito del Project & Construction Management, le tematiche inerenti all’assetto organizzativo di un team di progetto durante la fase realizzativa del processo edilizio. Gli obiettivi consistono nell’individuare tutti gli attori che prendono parte al processo di costruzione, nel determinare le loro interrelazioni e nell’analizzare i flussi informativi necessari ad una opportuna gestione di tale fase al fine di completare l’opera edilizia nel pieno rispetto dei vincoli di costo, tempo, scopo e qualità. La metodologia che è stata perseguita per il raggiungimento di tali obiettivi prevede l’esposizione delle esperienze lavorative maturate nell’ultimo anno, che hanno costituito la base per lo sviluppo degli argomenti della presente ricerca, procedendo di seguito con la determinazione della fase realizzativa e delle sue caratteristiche connotanti, al termine della quale sono state identificate le principali attività di gestione necessarie ad amministrare il processo di costruzione. La ricerca prosegue con la presentazione di tutti gli attori coinvolti in tale fase, analizzando i rispettivi ruoli e responsabilità. Successivamente sono state presentate le principali configurazioni organizzative diversificate in funzione di alcune variabili con cui viene comunemente affrontato lo sviluppo di un progetto, mettendo in evidenza le connessioni che intercorrono tra i vari soggetti. Questi argomenti sono stati indagati nell’ambito delle normative nazionali vigenti per il settore delle costruzioni, proponendo un confronto ed un’integrazione con i principi sostenuti dalla disciplina del Project Management per la gestione di progetti complessi. In conclusione, sono stati analizzati i flussi informativi che vengono scambiati tra gli attori individuati, nel rispetto dei legami che li mettono in relazione, al fine di eseguire le attività di gestione individuate in precedenza, potendo infine asserire l’esistenza di un organigramma standard di progetto che si articola in funzione della necessità di specifiche competenze e specializzazioni per rispondere a particolari esigenze esecutive e di gestione.
