This thesis provides a parallel analysis of open enrollment programs in three western cities - New Orleans (USA), Denver (USA), and Milan (Italy). Each of these cities were chosen because of the diverse manners in which open enrollment was introduced into their public school systems. New Orleans established their open enrollment program in reaction to the disaster the city faced after Hurricane Katrina. Denver has one of the oldest school choice programs in the United States, although it was only recently that the city implemented a universal enrollment program to make the process more accessible. Milan on the other hand, has been practicing open enrollment since the 2000 when the national government decided to decentralize the school systems. Each of these cases are explored and the results of the open enrollment program are analyzed using the Dissimilarity Index, which measures unevenness of tracts in relationship to the whole. Finally this quantitative data was supplemented with personal interviews from leaders, teachers, and activists who are involved in the local communities. Combining the quantitative analysis with the qualitative input allows for this thesis to conclude with a model of policy management and application that uses the influence of the state government and the investment of the local actors to best present practices for open enrollment implementation.
Questa tesi fornisce un'analisi parallela dei programmi di iscrizione aperti in tre città occidentali: New Orleans (USA), Denver (Stati Uniti) e Milano (Italia). Ciascuna di queste città è stata scelta per via dei diversi modi in cui le iscrizioni “aperte” sono state introdotte nei loro sistemi scolastici pubblici. New Orleans ha istituito il suo programma di iscrizione aperto in risposta al disastro che la città ha dovuto affrontare dopo l'uragano Katrina. Denver ha uno dei più vecchi programmi di scelta scolastica negli Stati Uniti, ma solo di recente la città ha implementato un programma di iscrizione universale per rendere il processo più accessibile. Milano, d'altra parte, ha praticato l'iscrizione aperta dal 2000, quando il governo decise di decentralizzare i sistemi scolastici. Ciascuno di questi casi viene esaminato ed i risultati del programma di iscrizione aperto vengono analizzati utilizzando l'indice di dissimilarità, che misura l'irregolarità dei tratti in relazione al totale. Infine, questi dati quantitativi sono integrati da interviste personali di leader, insegnanti e attivisti coinvolti nelle comunità locali. La combinazione dell'analisi quantitativa con l'input qualitativo, consente a questa tesi di concludersi con un modello di gestione ed applicazione delle politiche che utilizza, l'influenza del governo statale e degli attori locali per migliorare le attuali pratiche dell'iscrizione aperta.
