In this thesis, there are three main chapters except for the introduction and its conclusion, studying the present status of a village in the north part of Iran, called Margb-e-Olya (briefly Margab). With an introduction on why this subject is chosen, regarding the personal connection of the writer to the village, and the significance of the rural development concept and its role in the sustainable development of a country, we enter the first chapter to study the general information on the history and economy of Iran, considering its main income resources, laws and regulations, policies on the sustainable development of rural areas, its definition and objectives. Together with these parts on Iran, the United Nation’s goals for the sustainable development with the agenda of “No One Left Behind” and the European Union policies and organizations related to the rural development is studied as well. By a comparison, no major difference is found on the policy level, both (Iran and European Union) putting emphasis mainly on the permanent job creation, following the objectives of the sustainable development in different sectors; however, on the organizational and structural level, the two regions have significant differences. While in Iran, there is no systematic structural support to follow the objectives of the sustainable development plans which are introduced by the government, in Europe, there are different principals working together through a network of organizations and information in the national and European level. In the second chapter, we study the present status of Margab by looking at the statistics and the answers coming from a committee member and the Dehyar of Margab for a questionnaire sent to them. Considering the answers and statistics, we notice that, the village is having serious problems in different sectors, including, agriculture, land use, environment, construction, architecture, identity, water, waste water and so on. With regards to the existing laws and inefficient structure of the bureaucratic processes, it is concluded that a permanent progress to put a stop for this damaging series of problems and making improvements is very unlikely. Therefore, in the third chapter, together with different suggestions related to practical projects, a major structural network of scientific groups in relation to the local governments is proposed to systematically tackle this situation for Margab and similar rural areas in the country to follow the objectives of sustainable development defined in the first chapter.
In questa tesi, ci sono tre capitoli principali ad eccezione dell'introduzione e della sua conclusione, che studiano lo stato attuale di un villaggio nella parte nord dell'Iran, chiamato Margb-e-Olya (brevemente Margab). Con un'introduzione sul perché viene scelto questo argomento, per quanto riguarda la connessione personale dello scrittore al villaggio, e il significato del concetto di sviluppo rurale e il suo ruolo nello sviluppo sostenibile di un paese, entriamo nel primo capitolo per studiare le informazioni generali sulla storia e l'economia dell'Iran, considerando le sue principali risorse di reddito, leggi e regolamenti, politiche per lo sviluppo sostenibile delle zone rurali, la sua definizione e gli obiettivi. Insieme a queste parti sull'Iran, si studiano anche gli obiettivi delle Nazioni Unite per lo sviluppo sostenibile con l'agenda di "Nessuno viene lasciato alle spalle" e le politiche e le organizzazioni dell'Unione Europea relative allo sviluppo rurale. Per confronto, non si riscontra alcuna differenza rilevante a livello di politica, sia (Iran e Unione europea) che pone l'accento principalmente sulla creazione di posti di lavoro permanenti, seguendo gli obiettivi dello sviluppo sostenibile nei diversi settori; tuttavia, a livello organizzativo e strutturale, le due regioni presentano differenze significative. Mentre in Iran, non esiste un supporto strutturale sistematico per seguire gli obiettivi dei piani di sviluppo sostenibile introdotti dal governo, in Europa ci sono diversi presidi che lavorano insieme attraverso una rete di organizzazioni e informazioni a livello nazionale ed europeo. Nel secondo capitolo, studiamo lo stato attuale di Margab guardando le statistiche e le risposte provenienti da un membro del comitato e il Dehyar di Margab per un questionario inviato a loro. Considerando le risposte e le statistiche, notiamo che il villaggio sta avendo seri problemi in diversi settori, tra cui agricoltura, uso del territorio, ambiente, edilizia, architettura, identità, acqua, acque reflue e così via. Riguardo alle leggi esistenti e alla struttura inefficiente dei processi burocratici, si conclude che un progresso permanente per porre fine a questa serie di problemi dannosi e apportare miglioramenti è molto improbabile. Pertanto, nel terzo capitolo, insieme a diversi suggerimenti relativi a progetti pratici, si propone una grande rete strutturale di gruppi scientifici in relazione ai governi locali per affrontare sistematicamente questa situazione per Margab e aree rurali simili nel paese per seguire gli obiettivi di sviluppo sostenibile definito nel primo capitolo.
