Restart Scampia : da margine urbano a nuovo centro dell'area metropolitana

For many years the current area that houses Scampia was a land ownership that played an important productive role. The neighborhood was established around 1964 with the aim of returning a large residential center to the northern suburbs of Naples and welcoming the slum-dwellers of the second post-war Yet, from its inception to the present, Scampia has never had a library, a square, any meeting place capable of creating aggregation. Today, Scampia is the Italian capital of drug dealing, the midday supermarket and a place of "meeting" of rival clans fighting for the possession of the territory. A narrative place in which, however, alongside the many problems, lives a humanity of people who are looking for a normality that is hard to find. The objective of the thesis is to redevelop the Vela verde of Scampia, the only one of the four that will not be demolished. A project in search of a complex balance, able to create attractors that can entice investors, even small ones, to immobilize money in the territory. The proposed scale is not the gigantic scale of the shopping center, but that of minor catalysts, which create a system, from the small supermarket to the small production reality; light, fast structures that do not need to revolutionize the mechanisms of the neighborhood. The idea is to transform sailing into an urban organism, which dialogues with the surrounding city through a series of infrastructural "networks", capable of accommodating the dynamism of new public spaces and the everyday life of private life.

Per molti anni l’ attuale area che ospita Scampia è stata una proprietà terriera che ha avuto un ruolo produttivo importante.Il quartiere nasce intorno al 1964 con l’ obiettivo di restituire alla periferia Nord di Napoli un grande centro residenziale e accogliere i baraccati del secondo dopoguerra Eppure, dalla sua nascita ad oggi, Scampia non ha mai avuto una biblioteca, una piazza, un qualsiasi luogo di ritrovo capace di creare aggregazione. Oggi,Scampia rappresenta la capitale italiana dello spaccio di droga, il supermarket del mezzogiorno e luogo di “incontro” di clan rivali in lotta per il possesso del territorio. Un luogo narrante in cui, però, al fianco dei tanti problemi, vive un’umanità di gente che è alla ricerca di una normalità che stenta a trovare. L’ obiettivo della tesi è quello di riqualificare la Vela verde di Scampia, l’unica delle quattro che non verrà demolita. Un progetto alla ricerca di un equilibrio complesso, in grado di creare degli attrattori che possano invogliare investitori, anche piccoli, a immobilizzare denaro sul territorio. La scala proposta non è quella gigantesca del centro commerciale, ma quella di catalizzatori minori, che creino un sistema, dal piccolo supermercato alla piccola realtà produttiva; strutture leggere, veloci, che non necessitino di rivoluzionare i meccanismi del quartiere. L’ idea è quella di trasformare la vela in un organismo urbano, che dialoghi con la città circostante attraverso una serie di “ reti” infrastrutturali, in grado di accogliere la dinamicità di nuovi spazi pubblici e la quotidianità delle vita privata.
