Re-writing the palimpsest. Proposal for the reuse of Fornelli former prison on Asinara Island as a place of memory

On Asinara, an island in the north of Sardegna, it’s located the former prison of Fornelli. This building, known mainly for being a high security prison during the terrorism year in Italy and for having locked up several representative of Mafia’s family, is far more than this, indeed the building went through the various evolution occurred on the island: lazaret of the penal colony at the beginning, it became later judicial sanatorium, jail and high-security prison at the end with the consequence that now walls illustrate a sequence of variation, readable in the building itself. Fornelli is destined to a monitored decay and this fact is evident looking at the abandonment condition, although the value of this heritage remain unaltered making its future one of the major argument of debate for the park’s community. The Park, recognising this patrimony, decide to write an announcement for the requalification, but revealed to be not clear enough in intent. With the intent of reopening the discussion about the purpose of the building a new collaboration between “Ente Parco” and “Politecnico di Milano” started, the workshop “Oltre il Carcere” (“Behond the jail”) during June 2018 signed the first step in this direction, but also the beginning of this paper. This paper is composed by three phase: an evaluation of the current status, an historical research to rebuild the whole history of the building and a proposal for intervention that can’t remain simply a preservation of the construction, which would lead to freeze the status in a fixed historical moment, but the creation of a new layer of information that will cooperate and integrate with the existing one. For this reason it is necessary to not consider this patrimony static, but in a continuous evolution able to transfer historical, political, ethical and critical awareness, giving back to the community a difficult historical heritage through the reading of the sign readable nowadays.

Sull’Isola dell’Asinara, a nord della Sardegna, si trova l’ex carcere di Fornelli. Conosciuto principalmente per essere stato carcere di massima sicurezza negli anni del terrorismo in Italia e per aver ospitato esponenti di clan mafiosi, in realtà l’edificio ha seguito le varie evoluzioni che hanno interessato l’isola: dapprima lazzaretto della colonia penale, in seguito sanatorio giudiziario, carcere e infine carcere di massima sicurezza, restituendoci così un palinsesto le cui mura raccontano un susseguirsi di modificazioni e variazioni, leggibili nell’edificio. Destinato a decadimento programmato, come testimonia anche il suo stato di abbandono, il valore di tale patrimonio resta inalterato tanto che il suo futuro è il tema del dibattito oggi molto avvertito dalla comunità del parco. Il Parco, riconoscendo tale patrimonio, ha ritenuto necessaria la stesura di un bando per la riqualificazione dell’edificio, rivelatosi poco chiaro negli intenti. Con l’obiettivo di riaprire la discussione sulla destinazione d’uso dell’edificio è nata la collaborazione tra l’Ente Parco e il Politecnico di Milano concretizzata con l’avvio di tavoli di lavoro durante il workshop “Oltre il Carcere” nel mese di Giugno 2018, momento iniziale per il nostro lavoro di tesi. Il lavoro si compone di tre momenti: una prima fase di rilievo e di restituzione dello stato di fatto, una ricerca archivistica di documenti storici, per ricostruire la storia di questo edificio ed infine la realizzazione di un programma di intervento che non può consistere in una semplice preservazione del manufatto, che porterebbe al congelamento in un determinato periodo storico, ma in una costruzione di un nuovo layer di informazioni che collabori con quelli esistenti e si integri con essi. È perciò necessario non considerare questo patrimonio immobile, ma in evoluzione perchè possa ancora oggi trasmettere consapevolezza storica, politica, etica e critica, riconsegnando alla comunità un’eredità storica difficile, attraverso la lettura delle tracce ancor oggi visibili.
