Rigenerazione dei contesti della marginalità. Interventi simbiotici tra inclusione sociale e rimodulazione dello spazio urbano nel comune di Accadia

Regeneration of the contexts of marginality. Symbiotic interventions between social inclusion and remodulation of urban space in the municipality of Accadia. In Europe for the past ten years, we have been witnessing copious migratory movements, made up of individuals looking for a shelter, a home. Italy, along with Spain and Greece, for its position end up being the first points of arrival and this phenomenon, although natural and consistent with the increase in flows due to globalization, is at the center of every debate for its management . At the same time in Italy, as in the rest of the world, we are witnessing another movement that has been emptying entire territories more silently for about fifty years: the exodus from rural to urban areas. In Italy the consequences of this phenomenon are leading to an increase in the degree of fragility of areas already at risk, the internal areas. This thesis project seeks to demonstrate how the two phenomena taken into analysis can enter into a symbiotic process, or how these most unfortunate populations can find acceptance in these territories and how these areas can find in them an opportunity for regeneration of those portions of territory already marked by the phenomenon of abandonment. There have been projects or experiences on the inclusion of migrant communities in marginal areas on Italian soil, but none of these have been planned ad hoc and made systematic. The final aim of this paper is precisely to define an approach that can be repeated in certain contexts, combining local traditions and opportunities with more contemporary concepts such as circular economy and participation. The thesis paper will then analyze and propose a design approach by touching different scales and intervention phases, showing how the regeneration of an abandoned village, Rione Fossi ad Accadia (FG), and its campaigns, can offer a spatial response to three fundamental questions to start a hypothetical process of inclusion: living, working and sharing.

In Europa da dieci anni a questa parte si sta assistendo a copiosi movimenti migratori di individui in cerca di un rifugio, di una casa. L’Italia, insieme a Spagna e Grecia, per la propria posizione finiscono per essere i primi punti di arrivo e questo fenomeno, seppur naturale e coerente con l’aumento dei flussi dovuti dalla globalizzazione, è al centro di ogni dibattito per la sua gestione. Allo stesso tempo in Italia, come nel resto del mondo, si sta assistendo ad un altro movimento che più silenziosamente da circa cinquant’anni sta svuotando interi territori: l’esodo dalle aree rurali a quelle urbane; le conseguenze di questo fenomeno stanno portando ad aumentare il grado di fragilità di territori già di per sé a rischio, le aree interne. Questo progetto di tesi vuole cercare di dimostrare come i due fenomeni presi in analisi possano entrare in un processo simbiotico, ovvero di come queste popolazioni più sfortunate possano trovare accoglienza in questi territori e di come gli abitanti di queste aree possano trovare in loro un’opportunità per la rigenerazione di quelle porzioni di territorio già segnate dal fenomeno dell’abbandono. Di progetti o esperienze sull’inserimento di comunità di migranti in aree marginali ce ne sono state sul suolo italiano (basti ricordare il caso Riace), ma nessuna di queste è stata programmata ad hoc e resa sistematica. Scopo finale di questo elaborato è proprio quello di andare a definire un approccio che possa essere ripetibile in determinati contesti, andando a coniugare le tradizioni e le opportunità locali con concetti più contemporanei come l’economia circolare e la partecipazione. L’elaborato di tesi andrà quindi ad analizzare e proporre un approccio progettuale toccando diverse scale e fasi d’intervento, mostrando come la rigenerazione di un borgo abbandonato, Rione Fossi ad Accadia (FG), e delle sue campagne, possa offrire una risposta spaziale a tre questioni fondamentali per iniziare un ipotetico processo di inclusione: il vivere, il lavorare e il condividere.
