The city is changing. This is the starting point of the work. It is accepted that the way the city is made up today is different than the way the city has been recognized in the recent past. Throughout the history, the city has always been a dynamic system, that continually adapted itself on the basis of the social relations that shaped it. We know today that the city is changing once again. Even if we have the perception of it, we can’t clearly focus on the way in which the change is happening. Trying to figure out the way in which the mutation may affect the city becomes extremely important in order to fully understand the change. In which way does the city conceive this change? Which are the mechanisms that determine the new city? In which way the economic and social spheres are reaching a new instable equilibrium in the space of the city? Who and why are the winners and the losers of the change? This work tries to answer these questions in order to partially fill up the “empty space” generated by the transition between a recognizable way to make the city and a new model in which its borders aren’t well defined yet, but allow to see some representations that still need to be clarified in the relationships that form it. Milan become a useful and interesting case study. Milan is most important city in Italy from the economic point of view and it is strongly bounded to the global economy, even if it is behind the economic power of the most international cities in the world. The delay and the slowness that characterize the economic development of the city become a useful opportunity to understand how the city changes its skin: from one side, the knowledge of the dynamics studied in other contexts may be helpful to recognize how Milan works. In consequence, on the other side, the slow way in which the transition shows itself allows to recognize some of the features that, somewhere else were wiped out by how fast and radical the change occurred. At the end of the work, this transition will be identified by an index that aims to quantify and show the evolution of the “human capital” and “social vulnerability” inside the municipality border of Milan.
La città sta cambiando. È questo il punto di partenza del lavoro. Sappiamo che il modo di fare città oggi si presenta in maniera diversa da come la città si manifestava ieri. Storicamente la città è sempre stata un sistema dinamico in continuo aggiustamento rispetto alle relazioni sociali che la costituiscono e, quindi, il fattore di mutamento è sempre stato interno all’essere città. Oggi sappiamo che la città sta nuovamente cambiando, si percepisce ma si fa fatica a mettere a fuoco come effettivamente sta cambiando. Provare a comprendere il mutamento e proiettare i suoi possibili effetti diviene fondamentale per comprendere la città nel suo divenire e nel suo orientarsi. In che modo la città ingloba il cambiamento? Quali sono i meccanismi che determinano la nuova città? In che modo lo spazio economico, sociale e fisico della città trova un nuovo e possibile equilibrio instabile? Chi sono gli ipotetici vincitori e vinti? Il lavoro cerca di mettere a fuoco e riempire il vuoto che si genera nel momento di transizione e nello spazio creatosi tra un modo di fare città riconoscibile e compreso e l’avvenire di un qualcosa dai confini non ancora definiti e che lascia intravedere rappresentazioni sconnesse che necessitano di un chiarimento del loro legame con la società e lo spazio. Milano diviene un campo di studio interessante e proficuo. Rappresenta la principale economia del sistema Italia, legata fortemente all’economia globale, ma indietro rispetto ad altre città di caratura internazionale. Il ritardo e la lentezza con cui Milano sta emergendo diventano caratteristiche utili per comprendere come la città stia cambiando pelle: da una parte, conoscenze e dinamiche sviluppate altrove permettono di rileggere la città all’interno di un adattamento dei modelli che sono stati riconosciuti in altri contesti, dall’altra parte, la lentezza con cui la transizione si manifesta permette di riconoscerne le caratteristiche che altrove sono state sovrastate dalla rapidità e radicalità in cui il mutamento si è compiuto. Sul finale del lavoro, la transizione viene identificata da un indice che intende quantificare e rappresentare evolutivamente come la società si configura tra “capitale umano” e “vulnerabilità sociale” e si distribuisce nello spazio all’interno del Comune di Milano.
