In recent years, phenomena such as the gradual aging of the population and an increasingly high demand for health services are undermining the sustainability of health systems. Ensuring high quality care while containing costs is the challenge that the Italian National Health Service is facing today but above all in the coming years. In this complex scenario, the use of digital technologies finds space as a driver to innovate processes, enabling new care models focused on the citizen and encouraging transparency and the inclusion of each actor part of the care process. In this paper attempts have been made to understand what are the digital tools supporting health processes, the opportunities they offer and how they modify both the experience lived by the citizen along the entire care journey and the role played by healthcare organizations. After an overview of the Italian National Health Service since its foundations and the factors that characterize its evolution, this thesis work focuses on an in-depth analysis of the digital tools that enable the Connected Care scenario to be implemented in which the patient, key and active subject, has the necessary tools to consciously manage its health and in which the health system has the opportunity to reduce inefficiencies by providing personalized and quality care. Subsequently, the results of the Research done in partnership with the Digital Innovation in Healthcare Observatory are presented, aimed at investigating the point of view of citizens, Directors and Chief Information Officers of Italian healthcare structures, General Practitioners, Specialty Physicians and Nursing Managers. Finally, a selection of successful digital innovation projects implemented in Italian healthcare organizations and interviewed during the Research is presented in order to show, through concrete experiences, the benefits deriving from the adoption of digital tools.
Negli ultimi anni, fenomeni quali l’invecchiamento graduale della popolazione e una sempre più elevata domanda di prestazioni sanitarie, stanno minando la sostenibilità dei sistemi sanitari. Assicurare un’assistenza di elevata qualità contenendo i costi è la sfida che il Servizio Sanitario Nazionale italiano si trova ad affrontare oggi ma soprattutto nei prossimi anni. In questo complesso scenario trova spazio l’utilizzo delle tecnologie digitali come driver per innovare i processi, abilitare nuovi modelli di cura focalizzati sul cittadino e incentivare la trasparenza e l’inclusione di ogni attore parte del processo di cura. Nel presente elaborato si è cercato di comprendere quali siano gli strumenti digitali a supporto dei processi sanitari, le opportunità che offrono e come essi modifichino sia l’esperienza vissuta dal cittadino lungo l’intero percorso di cura sia il ruolo svolto dalle organizzazioni sanitarie. Dopo una panoramica sul Servizio Sanitario Nazionale italiano dalla sua nascita e sui fattori che ne caratterizzano l’evoluzione, il presente lavoro di tesi si concentra su un’analisi approfondita degli strumenti digitali che consentono di realizzare lo scenario di Connected Care in cui il paziente, soggetto chiave e attivo, ha gli strumenti necessari per gestire in modo consapevole la propria salute e in cui il sistema sanitario ha l’opportunità di ridurre le inefficienze fornendo cure personalizzate e di qualità. In seguito, vengono presentati i risultati della Ricerca svolta in collaborazione con l’Osservatorio Innovazione Digitale in Sanità volta ad indagare il punto di vista dei cittadini, Direttori e Chief Information Officers delle strutture sanitarie italiane, Medici di Medicina Generale, Medici Specialisti e Dirigenti Infermieristici. Infine, viene presentata una selezione di progetti di successo di innovazione digitale realizzati presso strutture sanitarie italiane e intervistati nell’ambito della Ricerca per mostrare, attraverso esperienze concrete, i benefici derivanti dall’adozione di strumenti digitali.
