The urban practice of sprawling territories is currently facing a halt in its development. There is no doubt that one of the products of this practice, the Horizontal Metropolis, is an integrated area where multiple ecologies coexist together. It is an urban phenomenon that has redefined our cities, infrastructures and public spaces. Research has shown that each territory is characterized by particular features that only belong to that specific territory. However, the social costs of sprawl for infrastructure, mobility and open spaces are much higher compared to areas with urban characteristics. Also, central governments are questioning whether a possible development of these territories could realistically move forward. The study aims to understand the Horizontal Metropolis in its totality by developing five different strategies that respect the horizontal model and reinforce the connection between the two important parts of it: the city and the landscape. This in order to approach and respect the original model on which this territory has been built on. The research investigates the importance of the Horizontal Metropolis as a non conventional urban scheme as well as estimates the total costs for governments. Based on the literature published by VITO, the data analyzed shows that if the urban sprawl will continue to further develop in a fragmented manner, the costs will be very high. Interviews were conducted with more than 25 experts and local citizens. Whereas the experts have contributed to the research work, the responses of the citizens show that Lievegem is made of several potential existing heritage sites that need to be rejuvenated. Based on these results, we conclude that sprawl can no longer be adopted, both in terms of cost efficiency and land use. A planned, thought-through urban development has to be adopted instead. A development that takes into account all the social factors that characterize the horizontality of Lievegem giving, at the same time, enough credit to the citizens and infrastructures as an important network of connection.

La pratica urbana dei territori orizzontale si sta attualmente arrestando nel suo sviluppo. La metropoli orizzontale è un'area integrata in cui convivono più ecologie. È un fenomeno urbano che ha ridefinito le nostre città, infrastrutture e spazi pubblici. La ricerca effettuata ha dimostrato che ogni territorio è caratterizzato da qualità particolari che appartengono solo a quel dato luogo. Tuttavia, i costi sociali dell'espansione per l’infrastruttura, la mobilità e gli spazi aperti sono molto più elevati rispetto alle aree con caratteristiche urbane. Inoltre, i governi centrali si chiedono se un possibile sviluppo di questi territori potrebbe realisticamente andare avanti. Lo studio mira a comprendere la metropoli orizzontale nella sua totalità sviluppando cinque diverse strategie che rispettano il modello orizzontale e rafforzano la connessione tra le due parti di essa: la città e il paesaggio. Questo per avvicinarsi e rispettare il modello originale su cui questo territorio è stato costruito. La ricerca indaga l'importanza della metropoli orizzontale come schema urbano non convenzionale e stima i costi totali per i governi. Sulla base della letteratura pubblicata da VITO, i dati analizzati mostrano che se l'espansione urbana continuerà a svilupparsi ulteriormente in modo frammentato, i costi saranno molto elevati. Sono state condotte interviste con oltre 25 esperti e cittadini locali. Mentre gli esperti hanno contribuito al lavoro di ricerca, le risposte dei cittadini hanno mostrato che la cittadina di Lievegem è costituita da diversi potenziali esistenti che aspettano solo di essere riqualificati. Sulla base di questi risultati, concludiamo che lo sviluppo orizzontale non può più essere adottato, sia in termini di efficienza dei costi che di utilizzo del territorio. È invece necessario adottare uno sviluppo urbano pianificato e ponderato. Uno sviluppo che tiene conto di tutti i fattori sociali che caratterizzano l'orizzontalità di Lievegem dando, allo stesso tempo, credito sufficiente ai cittadini e alle infrastrutture come rappresentanti un'importante rete di connessione.
