As the world faces the progressing effects of climate change, there is also an increasing frequency of natural disaster which exacerbates flood events in most urban areas. The research focuses on Metro Manila, a highly urbanized region in a developing country which is significantly vulnerable to the impacts of climate change. As a rapidly urbanizing megacity, Metro Manila also faces a large number of environmental problems related to urbanization some of which are flooding, solid waste disposal and proliferation of informal settlements. The research aims to assess and map the flood risk of Metro Manila based on the patterns of prevailing hazards, population and socioeconomic development. This approach entails to assess and map the indicators of hazards, exposures and vulnerabilities through Geographic Information System (GIS) to provide an overview of flood risk faced by Metro Manila. Thus, the assessment identified the high flood risk in Metro Manila were the coastal areas, dense urban area and areas along the rivers and canals. Furthermore, through spatial morphology analysis of high flood risk areas, the research determines the correlation between flooding and the presence of informal settlements. The research also proposes options for adapting to different scenarios focusing on nature-based solutions as a tool to reduce the risk of flooding. The outcome of the research can be a starting point for the local authorities, stakeholders and communities in identifying, prioritizing and collectively acting upon risk reduction measures that would ensure risk mitigation and resiliency.
Insieme agli effetti progressivi dei cambiamenti climatici, il mondo sta affrontando anche un aumento della frequenza di disastri naturali, i quali intensificano eventi alluvionali in molte aree urbane. La ricerca si concentra su Metro Manila, una regione altamente urbanizzata in un paese in via di sviluppo e particolarmente vulnerabile agli impatti dei cambiamenti climatici. Essendo Metro Manila una megacity in rapida urbanizzazione, essa è tenuta anche a rispondere a un largo numero di problemi ambientali connessi all’urbanizzazione, come per esempio quello delle alluvioni, della gestione dei rifiuti e della proliferazione di insediamenti informali. L’obiettivo della ricerca è quello di valutare e mappare il rischio alluvionale di Metro Manila basandosi sui patterns di pericolosità prevalenti, popolazione e sviluppo socio-economico. Questo approccio comporta la valutazione e mappatura degli indicatori di pericolosità, esposizione e vulnerabilità attraverso Sistemi Informativi Geografici (GIS) al fine di fornire uno sguardo sul rischio alluvioni di Metro Manila. La valutazione identifica così le aree costiere, le aree urbane dense e le aree lungo fiumi e canali come le più a rischio. Attraverso l’analisi della morfologia spaziale delle aree a più rischio alluvione, la ricerca fornisce inoltre la correlazione tra alluvione e presenza di insediamenti informali. La ricerca propone altresì delle opzioni per l’adattamento a diversi scenari focalizzandosi sulle soluzioni “nature based” come uno strumento per ridurre il rischio di alluvioni. L’esito della ricerca è da considerarsi come un punto di partenza per autorità, stakeholders e diverse comunità utile all’identificazione, alla definizione delle priorità e all’azione collettiva rispetto alle misure di riduzione del rischio in grado di garantire mitigazione e resilienza.
