The theme of innovation in the public sector has aroused increasing attention among researchers in the last decades. The growing citizens’ expectations towards more innovative and smarter services, due also to the affirmation of ICT in the fields of common life, and the indispensable switch from analogue to digital in the public administration are often hampered by the limited resources of municipalities. This led policymakers to engage in public networks to spur digital innovation in municipalities. The effectiveness of public networks and the study of their determinants are widely discussed topics; however, little is known about the role of public network in local governments as a key driver in the effective implementation of digital innovation processes. The final object of this master thesis is to enrich the knowledge about how the mechanisms implemented by public networks affect the success of the process of digital innovation in local governments, acting on the deeply investigated antecedents of the public innovation process. To reach the objective, a theoretical framework, that combine mechanisms and digital innovation process, has been developed and applied to three case studies on a selected and successful sample of Italian public networks. The performed comparison analysis has enabled to discover that public networks adopt different strategies to spur digital innovation. The strategies emerged are: (i) establishing an integrated, strategic and long-term vision towards the digital innovation among members, through the project management activities; (ii) scouting constantly the market to suggest the most suitable digital innovation solutions for the members; (iii) reengineering the local governments’ organisational processes to effectively realise the implementation of new digital solutions; (iv) intermediating with the software houses to face technological process and to obtain discounts from aggregated purchasing; (v) allocating financial and human resources to directly assist and to inform citizens regarding the use of digital services; (vi) fostering the creation of a community among members to facilitate the communication.
Il tema dell'innovazione nel settore pubblico ha suscitato negli ultimi decenni un'attenzione sempre maggiore tra i ricercatori. Le crescenti aspettative dei cittadini verso servizi innovativi e intelligenti, dovute anche all'affermazione dell'ICT in molti campi della vita comune, e l'inevitabile passaggio dall’analogico al digitale nella Pubblica Amministrazione sono spesso ostacolate dalle limitate risorse dei comuni. Ciò ha portato i responsabili politici a impegnarsi in forme aggregate di gestione pubblica per stimolare l'innovazione digitale nei comuni. L'efficacia delle forme aggregate di gestione pubblica e lo studio delle loro determinanti sono argomenti ampiamente discussi, tuttavia poco è noto sul loro ruolo come fattore chiave per l'introduzione di innovazioni digitale. Questa tesi mira ad approfondire la conoscenza su come i meccanismi implementati dalle forme aggregate di gestione pubblica influenzano il successo dell'innovazione digitale nei comuni, agendo sugli analizzati antecedenti del processo di pubblica innovazione. A tal fine, è stato sviluppato e applicato un modello teorico, che combina i meccanismi e il processo di innovazione digitale, a tre casi di studio selezionati da un campione di forme aggregate italiane di successo. L'analisi comparativa ha permesso di scoprire che le forme aggregate di gestione adottano strategie diverse per stimolare l'innovazione digitale. Le strategie emerse sono: (i) stabilire una visione integrata, strategica e di lungo termine verso l'innovazione digitale tra i soci, tramite project management; (ii) perlustrare il mercato per suggerire ai soci le soluzioni digitali più adeguate; (iii) reingegnerizzare i processi organizzativi dei comuni per implementare efficacemente nuove soluzioni; (iv) interfacciarsi con i fornitori per conto dei comuni per rispondere a difficoltà tecnologiche e sfruttare economie di scala; (v) allocare risorse finanziarie e umane per assistere e informare direttamente i cittadini sull'uso dei servizi digitali; (vi) favorire la creazione di una comunità tra i soci per facilitarne la comunicazione.
