The Level of Coverage (LoC) is a fundamental aspect for the evaluation and the analysis of a Distributed Measurement and Measuring System (DMS); The LoC is an indicator able to represent the capacity of the DMS of monitoring the consumptions related to particular Uses of energy or Zones. Initially in this thesis it is illustrated the regulatory framework, used as a reference at international, European and Italian level, related to the energy efficiency; then it follows a description of the requirements for an Energy Management Information System (EMIS) compliant to the current standards and including a Distributed Measurement and Monitoring System. The Author, thanks to the participation to the meetings of the Working Group 6 of CT 315 of the Italian Electrotechnical Committee, describes the methodology proposed by the components of the Working Group aimed to the assessment of the Level of Coverage. From this experience, the Author executes a critical analysis of that methodology and proposes a new approach characterized by the use of matrix instruments that permit, with an automatable algorithm, to assess the existent system and perform new estimations for improvements. Finally, the matrix approach for the evaluation and the assessment of the Level of Coverage has been applied to the real case study of the site of Bergamo (BG) of the company ABB S.p.A..
Il Fattore di Copertura è un aspetto fondamentale per la valutazione e l’analisi di un Sistema di Misura e Monitoraggio Distribuito (DMS); esso è un indicatore in grado di rappresentare la capacita del DMS di monitorare i consumi relativi a determinati Usi di energia e Zone. In questo elaborato viene inizialmente illustrato il quadro normativo, di riferimento a livello internazionale, europeo ed italiano, relativo all’ambito di efficienza energetica, seguito poi dalla descrizione dei requisiti per un Sistema per la Gestione dell’Energia (EMIS) che sia conforme alla normativa vigente e che comprenda un Sistema di Misura e Monitoraggio Distribuito. L’Autore, grazie alla frequentazione delle riunioni del Gruppo di Lavoro 6 del CT 315 del Comitato Elettrotecnico Italiano, descrive quindi la metodologia proposta dai componenti di tale gruppo per la valutazione del Fattore di Copertura e, dagli spunti presi durante questa esperienza, ne effettua un’analisi critica e propone un nuovo approccio caratterizzato dall’utilizzo di strumenti matriciali che permettono, con un algoritmo automatizzabile, di effettuare valutare il sistema esistente ed effettuare stime per eventuali ampliamenti e miglioramenti. In conclusione, l’approccio matriciale per il calcolo e la valutazione del Fattore di Copertura è stato applicato al caso reale del sito di Bergamo (BG) dell’azienda ABB S.p.A..
