Smart City is the city that aims at an intelligent management of resources, to become economically sustainable and energy self-sufficient, and offers citizens efficient, intuitive and easy to use services (Gonzalez & Rossi, 2011). Smart City's infrastructure and services interact with and involve the citizen, making him or her a participant and advocate for the changes and improvements of the city itself. Smart City's primary objective is to improve the quality of life of citizens through the smart use of Information and Communication Technologies (ICT) (Dameri, et al., 2019). Innovation and the digital revolution are therefore at the basis of this concept, that is not yet well defined or widely known in Italy. Smart Working, on the other hand, is a concept better known to many, it is a new managerial philosophy based on the flexibility and autonomy of workers in the choice of spaces, working hours and equipment to be used, in the face of greater responsibility for the results. Therefore, Smart Working differs from telework: it does not simply consist of working remotely, but also in reconfiguring spaces to better respond to the needs of workers, in the use of digital technologies to facilitate collaboration and communication, and in the evolution of the organizational structure, no longer hierarchical in a vertical sense but horizontal, where communication does not respond to the differentiation of roles. The objective of this research is to study a possible impact of Smart Working on Smart City, to understand whether greater flexibility, a new organizational culture and a smart reconfiguration of spaces can influence the evolution of cities from a Smart City perspective. In this study, the two concepts are defined, their main characteristics described, and the benefits deriving from their implementation analysed; the current diffusion of the two phenomena is mapped, the openness of private companies and Public Administrations towards society is investigated and their commitment and interest in offering citizens a higher quality of life is examined.
La Smart City è la città che mira ad una gestione intelligente delle risorse, a diventare economicamente sostenibile ed energeticamente autosufficiente, ed offre ai cittadini servizi efficienti, intuitivi e facili da usare (Gonzalez & Rossi, 2011). Le infrastrutture e i servizi della Smart City interagiscono con il cittadino e lo coinvolgono, rendendolo partecipe e fautore dei cambiamenti e dei miglioramenti apportati alla città. La Smart City si pone come obiettivo primario, il miglioramento della qualità della vita dei cittadini attraverso l’uso intelligente delle Tecnologie dell’Informazione e della Comunicazione (TIC) (Dameri, et al., 2019). Alla base di tale concetto si trovano dunque l’innovazione e la rivoluzione digitale. Si tratta di un concetto non ancora ben definito né largamente diffuso in Italia. Lo Smart Working è invece un concetto più noto ai molti, si tratta di una nuova filosofia manageriale basata sulla flessibilità e sull’autonomia dei lavoratori nella scelta degli spazi, degli orari di lavoro e della strumentazione da utilizzare, a fronte di una maggiore responsabilizzazione dei risultati. Dunque, lo Smart Working differisce dal telelavoro in quanto non consiste semplicemente nel lavoro da remoto, ma anche nella riconfigurazione degli spazi per rispondere meglio alle esigenze dei lavoratori, nell’utilizzo delle tecnologie digitali per facilitare collaborazione e comunicazione, e nell’evoluzione della struttura organizzativa, non più gerarchica in senso verticale ma orizzontale, in cui la comunicazione non risponde alla differenziazione dei ruoli. L’obiettivo di questa ricerca è di studiare un possibile impatto dello Smart Working sulla Smart City, capire dunque se la maggiore flessibilità, la nuova cultura organizzativa e la riconfigurazione intelligente degli spazi possano influire sull’evoluzione delle città in ottica di Smart City. In questo studio vengono definiti i due concetti, descritte le loro principali caratteristiche ed analizzati i benefici derivanti dalla loro implementazione; viene poi mappata la diffusione attuale dei due fenomeni, ed esaminata l’apertura delle compagnie private e delle Pubbliche Amministrazioni verso la società e il loro impegno ed interesse nell’offrire al cittadino una qualità di vita più elevata.
