Civic crowdfunding : an innovative tool to support the Italian waterfront development

The objective of this thesis is to investigate and understand the Italian current situation and context regarding waterfront development projects, propose solutions to overcome the critical issues these projects suffer from and establish strategies that allow to maximize their exploitation. The Italian territory is rich in terms water resources, which translates into a potential that has not yet been exploited, unlike other European countries, due to inadequate laws, lack of public funds and a lack of competence in the sector. Most of the projects that arise only remain on paper or they are interrupted during the construction phases causing a considerable amount of resources waste. Using the method of comparison between European and Italian case studies, it is possible to understand that the most efficient financial instrument to support large waterfront projects is the Public Private Partnership (PPP), which provides excellent results both to raise funds, at organizational level and for positive effects on the territory. Contrary, the Italian reality is characterized by small-medium projects carried out through traditional public procurement, this type of contract is not efficient and causes countless problems that prevent the correct development of these kind of projects. Having understood the context and the current Italian situation regarding Waterfront development projects, the innovative solution proposed in this thesis is to utilize the civic crowdfunding as a tool to resolve the criticalities that have emerged in Italy, recovering the funds necessary to finance the projects but also providing adequate technical support. How? The first least expensive option is to exploit existing crowdfunding platforms to launch campaigns to support the waterfront, the second option is to create a start-up, exclusive civic crowdfunding platform for waterfront projects in Italy. By developing and utilizing this crowdfunding tool in support of public authorities, many waterfront projects could be implemented efficiently, with excellent results for the whole community.

L’obiettivo di questa tesi è quello di investigare e comprendere la situazione italiana riguardo i progetti di sviluppo del waterfront per poi proporre soluzioni per superare le criticità e consentire una massima valorizzazione. Il territorio italiano è ricco d’acqua e di potenziale al momento non sfruttato, a differenza di altri stati Europei, a causa di leggi inadeguate, mancanza di fondi pubblici e scarsa competenza nel settore. La maggior parte dei progetti rimangono su carta o vengono interrotti in corso d’opera causando uno spreco edilizio. Utilizzando il metodo del confronto tra casi studio sia Europei che Italiani, si comprende che lo strumento finanziario per supportare i progetti del waterfront di grosse dimensioni è il partenariato pubblico privato (PPP), con ottimi risultati sia per reperire i fondi, a livello organizzativo e per effetti positivi sul territorio. La realtà italiana invece, è caratterizzata da progetti di piccole-medie dimensioni realizzati tramite il tradizionale appalto pubblico; questo tipo di contratto non è efficiente e causa innumerevoli problemi che ne impediscono lo sviluppo. Appreso lo stato di fatto, la soluzione innovativa proposta in questa tesi è quella di adoperare lo strumento del crowdfunding civico per risolvere le criticità emerse in Italia, recuperando i fondi necessari per finanziare i progetti ma anche fornendo un supporto tecnico adeguato. Come? La prima opzione meno costosa è quella di sfruttare piattaforme crowdfunding già esistenti per lanciare campagne a sostegno del waterfront, seconda opzione è quella di creare una start-up, piattaforma crowdfunding esclusiva per i progetti del waterfront in Italia. Tramite lo strumento crowdfunding a sostengo delle autorità pubbliche, molti progetti di waterfront potrebbero essere realizzati rapidamente e con ottimi risultati per la collettività.
