A delta of possibilities. Scenarios for the requalification of the delta of fiumara Modica-Scicli

The following work targets the delta of the fiumara Modica- Scicli situated between Donnalucata and Cava d’Aliga, two coastal fractions of the town of Scicli. The delta’s identity arises as a fragmented, spoiled and undefined one that originates from the urbanization patterns that have defined the territory throughout the years; the agriculture activities that have overexploited the ground, the built fabric being a result of the illegal housing phenomena that hit the island and followed with weak planning methods, the patchwork of roads disconnected and dividing the territory, and a relevant amount of vacant lots infiltrated between these entities. Considering that the municipality of Scicli is working on forming new plans and visions for its territory, the aim of the work is to construct an image of the future being able to reflect and explore the possibilities of transformations of the delta through different processes known as scenarios taking origin in the selective lecture of the territory, of the practices and the dynamics that characterize it today. They are at first studied separately but then, they are confronted to allow transversal lectures of the themes and the problems exposed in the image of the future. In fact, putting side by side the two words ‘what’ and ‘if’, create a number of potential considerations of the future. The first scenario raises the question of what would happen if the salinity and the deterioration of the ground becomes very high in sort of altering the production of the territory? therefore, how can it adapt to this change and how could the economic cycle be enforced? The second scenario raises the question of what would happen if the territory, being the delta of a natural element, becomes a protected area, in a way to guarantee the safeguard and the highlight of its natural resources? And how would the activities and the production adapt to this change? The third and final scenario raises the question of ‘what would happen if the vacant lots present in between the built fabric were awakened in a way to requalify the cluster of houses surrounding it? And how would a new urbanization take place if there was a new housing demand on a long run? In this way, these three possibilities stress each one a theme to an extreme, making the consequences explicit in order to be able to construct a more unified and realistic image of the delta of the fiumara.

Il seguente lavoro riguarda il delta della fiumara Modica-Scicli situata tra Donnalucata e Cava d'Aliga, due frazioni costiere della città di Scicli. L'identità del delta emerge come frammentata, viziata e indefinita che origina dai modelli di urbanizzazione che hanno definito il territorio nel corso degli anni; le attività agricole che hanno sfruttato eccessivamente il terreno, il tessuto costruito è il risultato dei fenomeni abitativi illegali che hanno colpito l'isola e seguito da metodi di pianificazione deboli, il mosaico di strade disconnesse e che dividono il territorio e una quantità rilevante di lotti liberi infiltrati tra queste entità. Considerando che il comune di Scicli sta lavorando alla formazione di nuovi piani e visioni per il suo territorio, lo scopo del lavoro è quello di costruire un'immagine del futuro in grado di riflettere ed esplorare le possibilità di trasformazioni del delta attraverso diversi processi noti come scenari prendendo origine dalla lezione selettiva del territorio, delle pratiche e delle dinamiche che lo caratterizzano oggi. Inizialmente vengono studiati separatamente ma poi si confrontano per consentire lezioni trasversali sui temi e sui problemi esposti nell'immagine del futuro. In effetti, mettendo fianco a fianco le due parole "cosa" e "se", creano una serie di potenziali considerazioni sul futuro. Il primo scenario solleva la questione di cosa accadrebbe se la salinità e il deterioramento del terreno diventassero molto alti in una sorta di alterazione della produzione del territorio? quindi, come può adattarsi a questo cambiamento e come potrebbe essere applicato il ciclo economico? Il secondo scenario solleva la questione di cosa accadrebbe se il territorio, essendo il delta di un elemento naturale, diventasse un'area protetta, in modo da garantire la salvaguardia e l'apice delle sue risorse naturali? E come si adatteranno le attività e la produzione a questo cambiamento? Il terzo e ultimo scenario solleva la questione di "cosa accadrebbe se i lotti vuoti presenti tra il tessuto costruito fossero risvegliati in modo da riqualificare il gruppo di case che lo circondano? E come sarebbe una nuova urbanizzazione se ci fosse una nuova domanda di alloggi a lungo termine? In questo modo, queste tre possibilità sottolineano ciascuna un tema all'estremo, rendendo esplicite le conseguenze per poter costruire un'immagine più unificata e realistica del delta della fiumara
