From a hydrographic point of view, Milan is a complex reality, both because the waterways are many, and because the current situation is the result of continuous changes to the natural state. The different connections made between originally independent waterways, the deviation or the suppression of their ancient riverbeds and the overlapping of new artificial canals are also testified by the fact that the main waterways crossing Milan do not retain, downstream of the city , the same denomination they have upstream. This is the case of Olona which leaves Milan with the name of Lambro Meridionale. It was decided to work precisely on this axis, transversal to Naviglio Grande, to realize a project for the redevelopment of the residual spaces uninterpreted by town plans, and that today seem almost like wounds, spaces unexpressed in the city. In Milan but in Italy in general, the instrument of the master plan has never been dear to the establishment: this has often determined the inconsistency between the city’s development forecasts and the spontaneous processes of transformation and growth. Foppette district has a particular interest for its position and morphological characteristics. In a part of the city not far from the center, Piazza delle Milizie is a great opportunity for a project that aims to recover and enhance the existing. Currently the lot is almost unaccessable, because to the east it borders the ring road, to the west the railway, with its emblematic iron bridge and crossed transversely by the Milan-Mortara line and Naviglio Grande. South of the railway, Lambro river runs longitudinally through the space, flanked by the railway. In addition to all the elements of modern and industrialized Milan, the area is confronted with the historical pre-existence of S. Cristoforo village, with its more minute scale: this represent an element of great contrast with the industrial context. Working on marginal urban fabrics means interacting with complex realities, where the local identity, often weakened by the state of degradation, has been maintained over time. This reflection leads us to ask what the modalities of this approach can be, how the project action can be compared with a reality, the Foppette one, almost forgotten, in which the public space is missing both from the physical and relational point of view because there is no real space for meeting and interaction, a shared place for urban living. The project aims to interpret that human and social experience: living. Technological innovations and the (de)structuring power of communication flows have generated the need for places where social bonds can be evident. The sense of belonging to a community has become a goal to be achieved through living and places such as home and neighborhood have increasingly become the levers to experience collective belonging. Thus, a new semantics of living emerges which, separating itself from the modernist experience, aimed at functional rationalism, emphasizes the character of sociality as peculiar to housing. In this sense, the building is an infrastructure at the service of the city and it is identified in a device designed to accommodate urban life within it and in particular living and working together.
Dal punto di vista idrografico Milano è una realtà complessa, sia perchè i corsi d’acqua sono numerosi, sia perchè la situazione attuale è il risultato di continue modifiche apportate allo stato naturale. I diversi collegamenti realizzati tra corsi d’acqua originariamente indipendenti, la deviazione o la soppressione dei loro antichi alvei e la sovrapposizione di nuovi canali artificiali sono testimoniati anche dal fatto che i principali corsi d’acqua che attraversano Milano non conservano, a valle della città, la stessa denominazione con la quale vi giungono da monte. È il caso dell’Olona che esce da Milano con il nome di Lambro Meridionale. Si è scelto di lavorare proprio su quest’asse, trasversale al Naviglio Grande, per elaborare un progetto di riqualifica degli spazi residuali che i piani regolatori non sono riusciti a interpretare e che oggi sembrano quasi delle ferite, degli spazi che nella città non hanno trovato il loro spazio di esprimersi. A Milano ma in generale in Italia, lo strumento del piano regolatore non è mai stato caro alla classe dirigente: questo ha spesso determinato l’incongruenza tra le previsioni di sviluppo della città e gli spontanei processi di trasformazione e crescita. Il quartiere foppette risulta di particolare interesse per posizione e caratteristiche morfologiche. In una parte di città non lontana dal centro, piazza delle Milizie costituisce una grande occasione per un progetto che mira al recupero e alla valorizzazione dell’esistente. Attualmente il lotto è di difficile accesso, perchè delimitato a est dalla circonvallazione, a ovest dalla sopraelevata della ferrovia, con il suo emblematico ponte reticolare in ferro e attraversato trasversalmente dalla linea Milano-Mortara e dal Naviglio Grande. A sud della ferrovia, il fiume Lambro percorre longitudinalmente lo spazio, fiancheggiato dalla ferrovia. Oltre a presentare tutti gli elementi della Milano moderna e industrializzata, l’area si confronta con la preesistenza storica del borgo di S. Cristoforo che ragiona su una scala più minuta, costituendo un elemento di grande contrasto con il contesto industriale. Intervenire sui tessuti marginali significa interfacciarsi con realtà complesse, nelle quali l’ identità locale, spesso indebolita dallo stato di degrado, si è mantenuta nel tempo, andando a rappresentare una ricchezza in grado di dialogare con le risorse interne ed al contorno dell’area residuale stessa. Questa riflessione spinge a chiedersi quali possano essere le modalità di tale approccio, come l’azione di progetto si possa confrontare con una realtà, quella delle Foppette, quasi dimenticata, in cui lo spazio pubblico manca sia dal punto di vista fisico, sia dal punto di vista relazionale perchè non c’è un reale spazio di incontro e di scambio, un luogo condiviso del vivere urbano. Il progetto si propone lo scopo di interpretare quell’esperienza umana e sociale che è l’abitare. Le innovazioni tecnologiche e il potere (de)strutturante dei fussi comunicativi hanno generato il bisogno di luoghi in cui realizzare legami sociali tangibili. Il senso di appartenenza ad una comunità è diventato un obiettivo da realizzarsi tramite l’abitare e luoghi come la casa e il quartiere sono diventati sempre più le leve attraverso cui sperimentare l’appartenenza collettiva. Emerge dunque una nuova semantica dell’abitare che, separandosi dall’esperienza modernista, volta al razionalismo funzionale, enfatizza il carattere della socialità come peculiare dell’agire abitativo. In questo senso l’edificio è un’infrastruttura al servizio della città e si identifica in un dispositivo progettato per accogliere al suo interno la vita urbana e in particolare l’abitare e il lavorare insieme.
