The research assumes as a starting point the project 100+ Villages, part of the Integrated Rural Development Program (IRDP) of the Albanian Government. While the General National Plan (GNP) it’s vastly articulated in the definition of strategies for the large-scale design of the territory, the intent of the IRDP and of this research is to try to go more in-depth on defining strategies on the local scale, keeping at the same time the vision of the territory as a whole. The research begins with an observation of the territory of the village of Theth, part of a complex natural-man made system, that allows to better understand and highlight its peculiarities and emphasise them. A community geographically isolated from the rest of the country and at the same time an isolated arrangement of living within the village, an escapism destination, a valley with the good fortune of having preserved natural and environmental riches, traditions linked to the agricultural and artisan world, a territory, therefore, with a strong identity whose fragility could be explicit if the future transformations to which it is subjected aren’t controlled. The research aims to interpret the character of the remote and isolated village of Theth and propose a landscape project along with the design of various common spaces that can foster the interaction among the inhabitants, as well as the interaction between the inhabitants and the tourists. The approach is not to produce strictly sectoral plans and fragmented interventions, which characterizes and weakens the General National Plan, but to adopt transversal strategies and activate processes useful for the dialogue between large-scale management and the transformation of local contexts. The dynamics of the transformation need to dialogue and, therefore, value them individually, but also in a coordinated manner.
La ricerca assume come punto di partenza il progetto 100+ Villaggi, parte del Programma integrato di sviluppo rurale (IRDP) del governo albanese. Mentre il Piano Nazionale Generale (PNL) è ampiamente articolato nella definizione di strategie per la progettazione sulla scala locale del territorio, l’intento dell’IRDP e di questa ricerca è di cercare di approfondire la definizione di strategie sulla scala locale, mantenendo allo stesso tempo la visione del territorio nel suo insieme. La ricerca inizia con un’osservazione del territorio del villaggio di Theth, parte di un complesso sistema naturale-artificiale, che consente di comprendere e evidenziare meglio le sue peculiarità e di enfatizzarle. Una comunità geograficamente isolata dal resto del paese e allo stesso tempo un modo di vivere isolato anche all’interno del villaggio, una destinazione di fuga, una valle con la fortuna di aver conservato ricchezze naturali e ambientali, tradizioni legate al mondo agricolo e artigianale , un territorio, quindi, con una forte identità la cui fragilità potrebbe essere esplicita se le future trasformazioni a cui sarà sottoposta non saranno controllate. La ricerca mira a interpretare il carattere del remoto e isolato villaggio di Theth e proporre un progetto paesaggistico insieme alla progettazione di vari spazi comuni che possono favorire l’interazione tra gli abitanti, nonché l’interazione tra abitanti e turisti. L’approccio non è quello di produrre piani rigorosamente settoriali e interventi frammentati, che caratterizzano e indeboliscono il Piano nazionale generale, ma di adottare strategie trasversali e attivare processi utili al dialogo tra la gestione su larga scala e la trasformazione dei contesti locali. Le dinamiche della trasformazione devono dialogare e, quindi, valorizzarle individualmente, ma anche in modo coordinato.
