Managing risks and uncertainty in construction projects. The issue of stakeholders

This thesis is part of the studies on project risk management processes in the construction sector by addressing this topic from the point of view of the building process client. The aim of the work is to deepen the knowledge of methods and tools for risk management in the construction processes implemented, in particular, through the recognition and the assumption between the project constraints of the expectations and needs of the various parties involved in the intervention. The main hypothesis of the work considers as essential the fact that the expectations of the different stakeholders may not converge with each other and that these divergences may generate different levels of uncertainty with a consequent impact on the project risks. The aim of the work is to propose an approach to project risk management focused on the identification and recognition of interested parties and supported by operational tools to facilitate the clients in this process. The work developed through an analysis (through literature reviews, current regulations, case studies and questionnaires) on the topic of risk and stakeholder management. The survey allowed to frame the stakeholders and the problems related to their management within the different phases of the building processes, with the aim of explaining all the key factors, including processes, documentation and techniques necessary to maximize involvement and benefits of stakeholders. The outcome of the work is reflected in the proposal of a guideline and help tools to manage stakeholders. The first element aims to suggest a method of managing the project figures through a phased process and a production of documents relating to the latter, while the second is an effective tool for the detection of risk factors and the association of these with each stakeholder, so that we understand which figures can have the greatest impact on the success of the project.

Questa tesi si colloca nell’ambito degli studi sui processi di gestione dei rischi di progetto nel settore delle costruzioni affrontando tale tema con il punto di vista del committente del processo edilizio. La finalità del lavoro è quella di approfondire la conoscenza di metodi e strumenti per la gestione dei rischi nei processi di costruzione attuati, in particolare, attraverso il riconoscimento e la assunzione tra i vincoli di progetto delle aspettative e esigenze delle diverse parti interessate dall’intervento. L’ipotesi principale del lavoro considera come assunto essenziale il fatto che le aspettative delle diverse parti interessate possano essere non convergenti tra loro e che tali divergenze possano generare diversi livelli di incertezza con un conseguente impatto sui rischi di progetto. L'obiettivo del lavoro è quello di proporre un approccio alla gestione dei rischi di progetto centrato sulla identificazione e riconoscimento delle parti interessate e supportato da strumenti operativi per agevolare i committenti in tale processo. Il lavoro si è sviluppato attraverso un’analisi (attraverso literature review, normative vigenti, casi studio e questionari) sul tema della gestione dei rischi e delle parti interessate. L’indagine ha permesso di inquadrare le figure degli stakeholder e le problematiche relative alla loro gestione all’interno delle diverse fasi dei processi edilizi, con il fine di esplicare tutti i fattori chiave, tra processi, documentazioni e tecniche necessari a massimizzare il coinvolgimento e i benefici degli stakeholder. L’esito del lavoro si concretizza nella proposta di una linea guida e di strumenti di aiuto per gestire gli stakeholder. Il primo elemento mira a suggerire un metodo di gestione delle figure di progetto attraverso un processo a fasi e una produzione di documenti relativa a queste ultime, mentre il secondo è uno strumento efficace per il rilevamento dei fattori di rischio e l'associazione di questi a ciascuno stakeholder, affinché si capisca quali figure possono impattare di più sulla buona riuscita del progetto.
