The research for this work has as its key point, the public space and the redevelopment of areas in power, but today closed, abandoned, underutilized and on the margins. The analysis was the starting point for understanding the area and identifying its problems and strengths. This research carried out by looking for and analyzing as many aspects as possible has highlighted mainly these factors: the presence of a strong community, a search for sharing and the fragility of the city of Barreiro on the margins. By combining these two aspects, the argument of the thesis took shape, namely the possibility of returning to live in the lost urban space, today, but also tomorrow, taking into consideration an ever-growing environmental problem. Consequently, the design strategy and the project are posed as a possible visualization and solution of these problems and have the main objective of requalifying areas on the margins of Barreiro. It is a process applicable to multiple scenarios and landscapes, mainly western; Barreiro does not in itself represent a globally recognized place, but surely after careful analysis it represents an area with extremely modern features, in a debate between sociability, relations with large cities and climate change. The study of the area led to the identification of areas that required a spatial and social re-evaluation and above all that they had in common proximity, dialogue with water; areas bordering water and cities, cities that today require more and more dialogue with this element, but also protection from it. The manifestation of the project takes place in three areas, very distinct from each other, different in size, use and identity, but all in fact united by a state of degradation and proximity to water. Another of the objectives is to reactivate, or rather to trigger a wider regenerative process, starting from certain key areas, but to ensure that they create a more extensive movement. It is important to go to create a system that allows you to connect these spaces, public places and production spaces and above all to reconnect them to the core of the city where most of the activities are currently taking place. The strategy and the consequent project is developed on different themes and at different scales, with different micro-objectives dictated by the specificities of the area; the intent is to exploit the potential of the individual realities and the city of Barrerio and work with uncertainty, uncertainty given by climatic phenomena (floods, rainfall, fires, aridity etc.) and also uncertainty given by economic and social between realities such as Barreiro and nearby metropolises such as in this case, Lisbon. It is a subspecies of dialogue, of balance between the current situation, which brings with it an important cultural heritage, identity, the situation of the near future and the uncertainty of the next 100 years. We therefore want to make these spaces public, functional, to live in, enjoyable and instructive, but also adaptable and changeable for a new future structure. Taking these issues into consideration, the decision is also made to try not to build too many new, modern architectural elements, or at least to reuse the present architectural heritage as much as possible, readjusting and modifying it. In this strategy process to think of habitable and changing public spaces, the study, understanding and involvement of local cultural and social realities is fundamental. At the base of the design and strategic visions, there is an analysis of the problems of the areas also and above all seen by a public citizen, avoiding a vision that focuses on the exclusive needs of large companies or that takes into account only macro economic aspects. The participatory process, therefore, wants to be enhanced from the decisional phase to the real, constructive phase, going at least theoretically to involve these realities in parts of the projects, from the design of games to educational elements.
La ricerca di questo lavoro ha come punto cardine, centrale, lo spazio pubblico e la riqualificazione di aree in potenza, di condivisione, ma oggi chiuse, abbandonate ,sottoutilizzate e ai margini. L’analisi è stato il punto di partenza per la comprensione del territorio e l’individuazione delle sue problematiche e dei suoi pregi. Questa ricerca svolta cercando e analizzando più aspetti possibili ha portato in evidenza principalmente questi fattori: la presenza di una forte comunità, di una ricerca di condivisione e la fragilità della città di Barreiro ai margini. Coniugando questi due aspetti ha preso forma l’argomentazione della tesi, ovvero la possibilità di tornare ad abitare lo spazio urbano perduto, oggi, ma anche domani, tenendo in considerazione una sempre crescente problematica ambientale. Conseguentemente la strategia progettuale e il progetto, si pongono come possibile visualizzazione e soluzione di queste problematiche e hanno come obiettivo principale quello di si riqualificare aree ai margini di Barreiro. E’ un processo applicabile a molteplici scenari e paesaggi, principalmente occidentali; Barreiro non rappresenta in sè infatti un luogo riconosciuto a livello globale, ma sicuramente dopo attenta analisi rappresenta un’area con caratteristiche estremamente moderne, in un dibattito tra socialità, rapporti con le grandi metropoli e cambiamento climatico. Lo studio dell’area ha portato all’individuazione di aree che chiedevano una rivalutazione spaziale e sociale e sopratutto che avevano in comune la vicinanza, il dialogo con l’acqua; aree a confine tra acqua e città, città che richiede oggi e sempre di più un dialogo con questo elemento, ma anche una protezione da esso. La manifestazione del progetto avviene in tre aree, molto distinte tra loro, diverse come dimensioni, utilizzo e identità, ma accomunate tutte appunto, da uno stato di degrado e dalla vicinanza all’acqua. Un altro degli obiettivi è quello di riattivare, o meglio di innescare un processo rigenerativo più ampio, partendo da determinate aree cardine, ma far si che esse creino un movimento più esteso. E’ importante andare a creare un sistema, che permetta di connettere questi spazi, luoghi pubblici e spazi della produzione e soprattutto di ricollegarli al nucleo della città dove si svolgono al momento la maggior parte delle attività. La strategia e il conseguente progetto è sviluppato su diversi temi e a diverse scale, con diversi micro-obiettivi dettati dalle specificità della zona; l’intento è quello di sfruttare le potenzialità delle singole realtà e della città di Barrerio e lavorare con l’incertezza, incertezza data dai fenomeni climatici (esondazioni, precipitazioni, incendi, aridità ecc.) e anche incertezza data dai rapporti di forza economici e sociali tra realtà come Barreiro e metropoli vicine come in questo caso, Lisbona. E’ una sottospecie di dialogo, di bilancio tra la situazione attuale, che si porta con sè un importante patrimonio culturale, identitario, la situazione del prossimo futuro e l’incertezza dei prossimi 100 anni. Si vuole quindi rendere questi spazi, luoghi pubblici, funzionali, da abitare, godibili e istruttivi, ma anche adattabili e mutevoli per un nuovo assetto futuro. Tenendo in considerazioni queste tematiche viene anche la decisione di cercare di non costruire troppi elementi architettonici nuovi,moderni, o perlomeno di riutilizzare il più possibile il patrimonio architettonico presente, riadattandolo e modificandolo. In questo processo di strategia per pensare degli spazi pubblici abitabili e mutevoli, risulta fondamentale lo studio, la comprensione e il coinvolgimento delle realtà culturali e sociali locali. Alla base delle visioni progettuali e strategiche, c’è un analisi delle problematiche delle aree viste anche e soprattutto da un pubblico cittadino, evitando una visione che si concentri sui bisogni esclusivi di grandi aziende o che tenga conto solo aspetti macro economici. Il processo partecipativo, vuole quindi essere valorizzato dalla fase decisionale alla fase reale, costruttiva, andando almeno teoricamente a coinvolgere queste realtà in parti dei progetti, dalla progettazione di giochi a elementi educativi.
