This thesis aims to understand the Mauritian context, based on the revision of existing regulations, future goals, opportunities and weaknesses that affect the possibility of transforming the capital, Port Louis, into a smart city and making the island a global model of sustainability. The focus goes to the urban context of the capital, the most important centre of the island but also the most problematic one at an urban planning level, including traffic and commuting by public and private transport, poor interface between the centre and the sea, poor livability and much more. The thesis, indeed, tries to provide implications for the practice of urban planning, sustainability of the island, design and management of spaces in Port Louis in order to increase accessibility and the consequent improved livability of the city. In addition to this approach of intelligent and sustainable development, the research tries to identify specific points of intervention that can be applied in Port Louis to model it in the right type of environment for the "interface" between city and sea according to a conceptual approach, both in theory and design, of simple elaboration that thus reveals a potential and hypothetical scenario. The investigation extends the current literature by generating a basic knowledge of the historical, cultural, socio-economic and governmental context of Mauritius with particular attention given to the urban and architectural environment of the capital, highlighting the perceived and real barriers that residents face on daily basis, experienced differently by various age and gender groups and individuals from different cultural backgrounds. Moreover, it seems that the very concept of sustainability and urban planning is still new to the country, which is in fact not making the most of its natural resources and potential.
Il lavoro di tesi mira a comprendere il contesto mauriziano, sulla base della revisione delle normative esistenti, degli obiettivi futuri, delle potenzialità e dei punti deboli che influiscono sulla possibilità di trasformare la capitale, Port Louis, in una smart city e di fare dell'isola un modello globale di sostenibilità. Il focus cade sul contesto urbano della Capitale, il centro più importante dell’isola ma anche quello che presenta più problemi a livello urbano, alcuni dei quali legati al traffico e al pendolarismo con i mezzi pubblici e privati, scarsa interfaccia fra il centro e il mare, scarsa vivibilità e altro. La tesi, infatti, cerca di fornire implicazioni per la pratica incentrata sulla pianificazione urbana, la sostenibilità dell'isola, la progettazione e la gestione degli spazi a Port Louis per aumentarne l'accessibilità e la conseguente vivibilità della città. Oltre a questo approccio di sviluppo intelligente e sostenibile, la ricerca prova ad individuare punti di intervento specifici che possono essere applicati a Port Louis per modellarlo nel tipo di ambiente giusto per l'"interfaccia" tra città e mare secondo un approccio concettuale, di semplice elaborazione che rivela così a un potenziale ma ipotetico scenario. La ricerca estende la letteratura attuale generando una conoscenza di base del contesto storico, culturale, socio-economico e governativo di Mauritius con particolare attenzione all'ambiente urbano e architettonico della capitale, Port Louis, evidenziandone le barriere percepite e quelle reali che i residenti si trovano ad affrontare all’ordine del giorno, vissuto in modo diverso da vari gruppi di età e di genere e da individui di diversa estrazione culturale. Inoltre, sembra che il concetto stesso di sostenibilità e di pianificazione urbana sia ancora nuovo per il Paese, che si trova quindi a non sfruttare al meglio le risorse naturali e le potenzialità di cui dispone.
