Paesaggi al limite. Scenari di rigenerazione urbana per il quartiere industriale di Crema

The northern district of Crema looks like a porous fabric made up of urban voids and abandoned industrial areas, bounded by strategic infrastructural and environmental systems. This paper investigates the forms of decommissioning with the aim to propose a regeneration project which, starting from the redevelopment of the infrastructural systems of the Vacchelli Canal and the main road axes, identifies urban development scenarios for some strategic brownfield areas. The network of green infrastructures that branch off from the main systems is the matrix for the future development of the town with a view to improving the environmental conditions and the quality of life. The issue of decommissioning is addressed through a modification project, which seeks to restore value to places that have been catalysts of the past, such as the Ferriera and the Serio-Everest Company (later Olivetti), adapting them to the needs of the contemporary. The functional program seeks to meet the needs of the neighborhood, but also to address the development requirements of the town, by combining functions on a macro-urban scale and functions on a territorial scale, with the aim of relaunching the economy of Crema and creating new synergies through current places and production techniques.

Il quartiere nord della città di Crema si presenta come un tessuto poroso costituito da vuoti urbani e aree industriali dismesse, delimitato da sistemi infrastrutturali e ambientali strategici. La tesi indaga sui caratteri delle forme di dismissione per proporre un progetto di rigenerazione che, partendo dalla riqualificazione dei sistemi infrastrutturali del Canale Vacchelli e degli assi viari principali, individua scenari di sviluppo urbano per alcune aree dismesse strategiche. La rete di infrastrutture verdi che si dirama dai sistemi principali, costituisce la matrice per lo sviluppo futuro della città nell’ottica di un miglioramento delle condizioni ambientali e della qualità della vita. La problematica della dismissione viene affrontata attraverso un progetto di modificazione, che cerca di ridare valore a luoghi che sono stati catalizzatori del passato, come la Ferriera e la Società Serio-Everest poi Olivetti, adattandoli alle esigenze della contemporaneità. Il programma funzionale cerca di rispondere alle necessità del quartiere ma anche alle esigenze di sviluppo della città, affiancando a funzioni a scala macrourbana, funzioni a scala territoriale, con lo scopo di rilanciare l’economia della città e creare nuove sinergie attraverso i luoghi e le tecniche produttive contemporanei.
