Riqualificazione di alcune istituzioni di Milano : la caserma Mameli

Within the city of Milan the so-called "urban voids" constituted by the decommissioned military areas represent an extraordinary opportunity to face some of the most pressing social emergencies: prison overcrowding, the reception of the immigrant population, assistance to the elderly, student housing. The current structure of military complexes makes available:: differentiated methods of residence; spaces for training and work activities; structures for cultural activities and collective services; green and leisure equipment. The recovery project of the former Mameli Barracks is based on the idea of ​​mutual utility: first of all between the elderly population and students but also among other sections of the population. As an alternative to the model of the retirement home, housing for the elderly offers a non-segregated and non-depersonalized residence, also supported by broad-spectrum health and social assistance, by the student population provided here, in the face of facilitations in accommodation costs and of study. In this redevelopment project, buildings with different functions have been designed to create a relationship and collaboration between the different generations that will reside there. The 3 short systems arranged around the central void of the former barracks are being strengthened. The existing buildings are converted into student residences, combined with collective and assistance functions on the ground floor. This project represents a meeting place for different activities and various user groups extended to the entire neighborhood.

All’interno della città di Milano i cosiddetti “vuoti urbani” costituiti dalle aree militari in dismissione rappresentano un’occasione straordinaria per far fronte ad alcune delle più pressanti emergenze sociali: il sovraffollamento carcerario, l’accoglienza della popolazione immigrata, l’assistenza agli anziani, gli alloggi per studenti. L’attuale assetto dei complessi militari rende disponibili: modalità differenziate di residenza; spazi per attività di formazione e lavoro; strutture per attività culturali e servizi collettivi; attrezzature di verde e per il tempo libero. Il progetto di recupero dell’ex Caserma Mameli fonda sull’idea di utilità reciproche: in primo luogo fra popolazione anziana e studenti ma anche fra altre fasce di popolazione. Alternativi al modello della casa di riposo, gli alloggi per anziani propongono una residenzialità non segregata e non spersonalizzata, supportata anche da assistenza ad ampio spettro, sanitaria e sociale, da parte della popolazione studentesca qui prevista, a fronte di facilitazioni nelle spese di alloggio e di studio. In questo progetto di riqualificazione sono stati pensati edifici con diverse funzioni in modo da creare una relazione e collaborazione tra le diverse generazioni che ci risiederanno. I 3 impianti a corti disposti attorno al vuoto centrale della ex Caserma viene potenziato. Gli edifici esistenti sono convertiti a residenze per apartamenti studenti, abbinate a funzioni collettive e di assistenza nel piano terra. Questo progetto rappresenta un luogo di aggregazione per diverse attività e varie fasce di utenza allargata all’intero quartiere.
