Agri-system. Tra orti e padiglioni : rinascita del mercato comunale al QT8 in un nuovo sistema socio-agricolo coordinato per l'Ovest milanese

The Western Area of Milano is characterized by the presence of an intensive agricultural structure, as well as numerous active or abandoned production farms. It also presents a marked separation between the agricultural garrisons and the adjacent urban structure, although the latter seems to exert a strongly invasive pressure caused by its constant expansion. The thesis project aims to close the gap between these two realities and, at the same time, in relation to the aforementioned features of this territory, to facilitate the access to food, also to cope with a situation of food poverty that pervades many neighborhoods in this part of the city. The analysis of this territory‘s criticalities and potentials and of the actors involved has resulted in the definition of a coordinated proposal on three different project scales: the territorial one, the urban one and the detailed one, focused on a currently abandoned pre-existence: the former municipal market of the QT8 district. The guiding principle of the proposal is to determine a stronger connection and continuity between the agricultural and urban nature of the territory, activating some targeted interventions. This defines a sort of virtuous triangulation between three large areas, currently unused or underutilized, starting a coherent process of reactivation and enhancement. The involved areas are: Cascina Melghera, which develops as an "Agri-Hostel", the former ATM depot, as an "Agri-SocialHub" and the QT8 Market, as an "Agri-District”; they become the new attracting poles for the production, distribution and social assistance circuit, called "Agri-System". The pilot project, the head of the system, is represented by the QT8 Market, which has been abandoned for about ten years, an emblematic place for socializing and an attractor for the neighborhood, previously intended to host a food-related function. The declination of the proposal is also linked to the "Milano Food Policy", born after the Expo 2015, which promotes a support tool to make the Milanese food system more sustainable. The Agri District is declined as the surplus market where the social issue of the fight against food waste is addressed. The system is structured as a machine organized in various layers, ensuring that local branches would provide the market with expiring or in-stock products which will either be resold or partially transformed inside the refectory, the new head building of the neighborhood. New urban and educational vegetable gardens, designed in the Monte Stella park, reactivate and give new socialization spaces for the neighborhood and the whole city of Milano.

L’Ovest Milanese è un territorio caratterizzato dalla presenza di un intensivo tessuto agricolo, contraddistinto dalla presenza di numerose cascine produttive attive o dismesse. Esso presenta anche una marcata divisione esistente tra i presidi agricoli e il tessuto urbano, immediatamente limitrofo, seppur quest’ultimo, nella sua costante espansione, sembra eserciti una pressione fortemente invasiva. Il progetto di tesi si pone l’obiettivo di accorciare le distanze tra queste due realtà e allo stesso tempo, in relazione alle caratteristiche suddette di tale territorio, facilitare e rendere più immediato l’accesso al cibo, anche per far fronte ad una situazione di povertà alimentare che pervade molti quartieri di questa parte di città. L’analisi effettuata delle criticità e delle potenzialità di questo territorio e degli attori che lo compongono ha dato luogo alla definizione di una proposta coordinata su tre differenti scale di progetto: una territoriale, una urbana ed una di dettaglio, focalizzata su una pre-esistenza oggi dismessa: l'ex mercato comunale del quartiere QT8. Principio ispiratore del progetto è determinare una maggior connessione e continuità tra la natura agricola e quella urbana del contesto, attivando alcuni interventi mirati. Si definisce, così, una sorta di triangolazione virtuosa tra tre grandi aree, attualmente inutilizzate o sotto-utilizzate, avviandone un processo coerente di riattivazione e potenziamento. Le aree coinvolte sono: la Cascina Melghera, che si sviluppa come un “Agri-Hostel”, l’Ex Deposito ATM, come un “Agri-SocialHub” e il Mercato del QT8, “Agri-District; essi costituiscono i nuovi poli attrattori di un circuito produttivo, distributivo e socio-assistenziale, denominato “Agri-System”. Il progetto pilota, testa del sistema, è rappresentato dal Mercato del QT8, dismesso ormai da circa dieci anni, luogo emblematico di socialità e attrattore del quartiere, già in precedenza destinato ad ospitare una funzione legata al cibo. La declinazione del progetto proposto si lega anche alla “Milano Food Policy”, una politica nata nel post Expo 2015, che promuove uno strumento di supporto per rendere più sostenibile il sistema alimentare milanese. L’Agri District viene declinato, nella tesi, come il mercato delle eccedenze dove si affronta la tematica sociale della lotta contro gli sprechi alimentari. Il sistema è strutturato come macchina organizzata in maniera stratificata facendo sì che, quotidianamente, il mercato riceva, dai presidi del territorio, prodotti in scadenza o in giacenza che verranno o rivenduti, o in parte trasformati all’interno del refettorio, il nuovo edificio di testa del quartiere. Nuovi orti urbani e didattici, inseriti nel parco Monte Stella, riattivano e restituiscono nuovi spazi per la socialità, attrattori anche per tutta la città di Milano.
