Within the Italian context, where most of the schools are older than the seventies and where public resources are scarce, the renewal of learning spaces and the optimization of the use of resources for the realization of scholastic assets assumes a role of great interest. The school building, in fact, requires today a different allocation and arrangement of its functional components, able to ensure learning through different forms and to adapt over time to future teaching needs. The public private partnership, or PPP, due to the lack of public resources that can be used for the construction and proper maintenance of public utility buildings, offers the opportunity for collaboration between the public and private sectors for the realization of works, such as schools. The research project aims to outline the technological and functional characteristics of a school metaproject, providing spatial and economic benchmarks, and to identify, among the different alternatives, the best partnership procedure for the implementation of the work, assessing its economic convenience. Thanks to the use of an effective decision support tool able to breakdown and evaluate projects in different qualitative fields and through a strategy of mono-parametric spatial and economic analysis, it has been possible both to compare the existing legislation in relation to new training needs and to analyse the costs of new school buildings. The identification of the best PPP procedure, instead, will be assessed through the financial analysis of the different partnership structures and will allow the definition of the option of greater convenience. The decision-making structure for the metaproject has allowed to define a set of best practices for the design, benchmarks for the sizing of functional areas and economic reference values for the realization and management of the school building; the analysis carried out will be a useful tool for ex ante strategic estimation and ex post evaluation. The second part of the analysis has allowed to evaluate as best procedure for implementation the Project Leasing model, with limitations related to an adequate contractual structure, the availability of expenditure of the PA, and the time horizon.
All’interno del contesto italiano, in cui la maggior parte delle scuole risulta precedente agli anni Settanta e dove le risorse pubbliche sono scarse, il rinnovamento degli spazi di apprendimento e l’ottimizzazione dell’utilizzo di risorse per la realizzazione di opere scolastiche assumono un ruolo di grande interesse. L’edificio scolastico, infatti, richiede oggi una diversa allocazione e disposizione delle sue componenti funzionali, in grado di garantire l’apprendimento attraverso diverse modalità e di adattarsi nel tempo alle future esigenze formative. Il partenariato pubblico privato, o PPP, data la scarsità di risorse pubbliche utilizzabili per la costruzione e il corretto mantenimento di edifici di pubblica utilità, offre l’opportunità di una collaborazione tra il settore pubblico e il settore privato per la realizzazione di opere, quali le scuole. L’elaborato di ricerca vuole delineare indicazioni riguardanti le caratteristiche tecnologiche e funzionali di un metaprogetto scolastico fornendo indici di riferimento spaziali ed economici, e individuare, tra le diverse alternative, la migliore procedura di partenariato per la realizzazione dell’opera, valutandone la convenienza economica. Grazie all’utilizzo di un efficace strumento di supporto decisionale in grado di scomporre e valutare progetti in diversi ambiti qualitativi e tramite una strategia di analisi mono-parametrica spaziale ed economica, è stato possibile sia confrontare la normativa vigente in relazione alle nuove esigenze formative, sia analizzare i costi per nuovi immobili scolastici. L’individuazione della migliore procedura di PPP, invece, è affrontata attraverso l’analisi finanziaria delle diverse strutture di partenariato, permettendo la definizione dell’opzione di maggior convenienza. Il metodo decisionale per il metaprogetto ha permesso di ottenere best practices per la progettazione, indici di riferimento per il dimensionamento delle aree funzionali e valori economici di riferimento per la realizzazione e conduzione dell’immobile scolastico, rappresentando un utile strumento di progettazione strategica ex ante e di valutazione ex post. La seconda parte di analisi ha invece permesso di valutare come miglior procedura di realizzazione il modello di Project Leasing, con limitazioni legate ad una adeguata struttura contrattuale, alla disponibilità di spesa della PA e all’orizzonte temporale.
