Il BIM negli appalti pubblici delle infrastrutture

The complex regulatory framework of Italian public procurement will be presented in this thesis. The work shows how tenders in the public sector are strongly influenced by the procurement code as well as the country's economy. The focus then shifts to the role of BIM in the world of public procurement, to highlight its merits and flaws. The work aims to underline how poorly entrenched this is and what implementations the methodology must undergo in order to be fully functional. The work then shows a series of case studies in which the BIM methodology is used in the correct way as a tool not only to model the intervention, but to manage all its life cycle. Finally, an infrastructure intervention was modeled with the Building Information Modelling methodology.

In questo elaborato di tesi verrà presentato il complesso quadro normativo degli appalti pubblici italiani. Si analizza come i bandi di gara nel settore pubblico siano fortemente influenzati dal codice degli appalti oltre che dall’economia del Paese. L’attenzione si sposta poi sul ruolo del BIM nel mondo degli appalti pubblici, per evidenziarne pregi e difetti. Si sottolinea quanto questo sia ancora poco radicato e quali sono le implementazioni che la metodologia deve subire per poter essere pienamente funzionale. Si passa poi all’analisi di una serie di casi reali in cui la metodologia BIM viene utilizzata nel modo corretto come strumento non solo per modellare l’intervento, ma per gestirne tutte le sue fasi di vita. Da ultimo si è eseguita la modellazione di un intervento infrastrutturale.
