Riga citizens and Daugava River have always been linked, not only by commerce interests, but also by a deeper feeling of belonging to the territory and the river that brought prosperity but also invaders and floods. Modernity, economic development and industrialization have inevitably distanced new generations from the relationship that their ancestors had with Daugava River, not only conceptually but also physically. The riverbank on which Riga historic center overlooks has been separated from the city by a fast-flowing road, ending up being abandoned by the daily life of residents. This thesis project aims to boost cultural development and identity regeneration intervening in sensitive points of the city and following the directives given by the AIVP Agenda 2030, the United Nations Agenda for sustainable development to which Riga joined in 2006.Taking into count the intention of the Municipality to expand cruise traffic, the project will provide a new Cruise Terminal and public facilities in the port area; with this proposal Riga will gain an urban threshold and will close the ring, represented by the city water channel, that surrounds the historic center to then flow in Daugava River. The cultural aspect is then expressed by three elements: the “Water Memory Museum” which is not only thinked for tourists but also for young Latvians to re-discover how strong was the relationship between River Daugava and the City, the Concert Hall to underline the importance of music in Latvian culture and the linear park. It connects Riga Old Town with the port where it flows in an urban garden that occupies the entire length of the pier and has the aim to represents and relaunch the national landscape.
Gli abitanti di Riga e il fiume Daugava sono da sempre legati, non solo da interessi commerciali, ma anche da un più profondo senso di appartenenza al territorio e a quel fiume che ha portato prosperità, ma anche invasori e inondazioni. Modernità, sviluppo economico e industrializzazione hanno inevitabilmente allontanato le nuove generazioni dal rapporto che i loro antenati avevano con il fiume Daugava. La riva del fiume su cui si affaccia il centro storico è stata separata dalla città da una strada a scorrimento veloce, finendo per essere abbandonata dalla vita quotidiana dei residenti. Questo progetto di tesi vuole favorire lo sviluppo e la rigenerazione dell’identità culturale di Riga, intervenendo in punti sensibili della città e seguendo le direttive proposte dall’AIVP Agenda 2030, l’Agenda per lo sviluppo sostenibile creata dalle Nazioni Unite, a cui la capitale lettone ha aderito nel 2006. Considerando l’intenzione della municipalità di espandere il traffico crocieristico, il progetto propone un nuovo Terminal nell’area portuale; con questa proposta progettuale Riga otterrà una nuova soglia urbana e chiuderà quell’anello, rappresentato dal canale artificiale cittadino, che circonda il centro storico per poi confluire nel fiume Daugava. L’aspetto culturale è infine espresso da tre elementi: il “Water Memory Museum”, il quale non è pensato solo per i turisti ma anche per la nuova generazione di lettoni, così che possano riscoprire quanto forte era la relazione tra la Città e il Fiume; la sala per concerti, la quale sottolinea l’importanza della musica nella cultura lettone e infine il parco lineare. Quest’ultimo collega la Città Vecchia con il porto, in quest’area il parco confluisce in un giardino urbano che occupa l’intera lunghezza del molo ed ha lo scopo di rappresentare e rilanciare il paesaggio nazionale.
