Today the theme of built environment regeneration is increasingly at the centre of European and international political interest, and it is clear that the place where face the great socio-economic challenges, of the coming decades, will be the city. The complexity of these new challenges and the great importance of the social component, require to the regeneration projects to involve new players, both from the profit and non-profit world, able to face the current social dynamics. Currently, the experiences carried out are, in most cases, prototypes, which require the formulation of innovative and replicable models: capable of guaranteeing effective achievement of the social impact objectives and ensuring adequate economic sustainability. The research work started from the collaboration of the ABC Department of the Politecnico di Milano to a research financed by the Ministry of Economic Development for the realization of a feasibility study that aimed to define a replicable model of urban and built environment regeneration, capable to meet the criteria of sustainability, inclusiveness and capable of producing social impact. The research, carried out with other technical partners, after a general context analysis, centred on the experimentation of a specific case study, the Vaiano Valle area in the South East of Milan, has focused on four feasibility levels of the project: legal and urban planning feasibility, technical feasibility, organizational feasibility, economic-financial feasibility and sustainability. The result presented to MISE is a model called “Cooperative Eco-district”, an innovative model in the complexity of the governance and in the system of values proposed. It is defined a methodology for co-design and a draft of the necessary activities to evaluate an intervention of regeneration and development. It is also proved that cooperation is able to propose and manage this type of interventions, but not to carry them out independently. To do that, it is necessary involve other subjects, public or private, that choose impact investing. Therefore, is formulated a questionnaire, with which analyse the propensity of some important players in the real estate market towards impact interventions. The outcome of the questionnaire will allow the construction of new models oriented towards characteristics that effectively involve real estate operators. This aspect will ensure greater success for future impact interventions of urban regeneration.
Oggi il tema della rigenerazione urbana e dell’ambiente costruito è sempre più al centro dell’interesse politico europeo ed internazionale ed è ormai chiaro che la città sarà il luogo preposto per affrontare le grandi sfide socio economiche dei prossimi decenni. La complessità di queste nuove sfide e la grande importanza della componente sociale, impongono ai progetti di rigenerazione di coinvolgere nuovi attori, sia del mondo profit che no profit, in grado di far fronte alle attuali dinamiche sociali. Ad oggi le uniche esperienze realizzate sono solo dei prototipi che richiedono la formulazione di modelli innovativi e replicabili che sappiano garantire un effettivo raggiungimento degli obiettivi d’impatto sociale e assicurare un’adeguata sostenibilità economica. Il lavoro di ricerca, ha avuto origine dalla collaborazione del Dipartimento ABC del Politecnico di Milano ad una ricerca finanziata dal Ministero dello Sviluppo Economico per la realizzazione di uno studio di fattibilità che mirava a definire un modello replicabile di rigenerazione urbana e dell’ambiente costruito in grado di rispondere ai criteri di sostenibilità, inclusività e capace di produrre impatto sociale. La ricerca realizzata insieme ad altri partner tecnici, dopo un’analisi di contesto generale, si è focalizzata sulla sperimentazione di un caso studio specifico, l’area di Vaiano Valle a Sud Est di Milano, concentrandosi su 5 livelli di fattibilità del progetto: giuridico-urbanistica, tecnica, organizzativa, economico-finanziaria e sostenibilità. Con il progetto finale presentato al MISE, denominato “Eco-distretto Cooperativo”, si è ottenuto un modello innovativo nella complessità della governance e nel sistema valoriale proposto, è stata definita una metodologia per la co-progettazione e una traccia delle “attività” necessarie per poter valutare un intervento di rigenerazione o sviluppo. Si è dimostrato inoltre che la cooperazione è in grado di proporre e gestire questo tipo di interventi ma non di realizzarli autonomamente, per fare ciò è necessario coinvolgere maggiormente altri soggetti, pubblici o privati, che investano in finanza per l’impatto. Pertanto è stato formulato un questionario con il quale analizzare la propensione di alcuni importanti player del mercato immobiliare verso interventi ad impatto. Con l’esito del questionario si potranno definire quali siano le caratteristiche più importanti che futuri modelli dovranno possedere per accogliere sempre di più l’interesse e la partecipazione di grandi player e dare slancio a questo tipo di progetti.
