The thesis derives from a participation in a research project still in progress that started in 2019, as a result of university collaboration between REC and TIRESIA (from Politecnico di Milano) and Legacoop Abitanti. “In 2017 Legacoop Abitanti and the REC of the ABC Department of the Politecnico di Milano started a shared research process with the aim of tracing a cultural perspective on the values expressed by the cooperative system in the implementation and/or management of social housing interventions. This process has clearly shown that social housing, when it is characterized by the implementation of mutualistic pathways of capacity, integration and innovation for entire communities of inhabitants, can represent both the basic element of that social infrastructure necessary to meet the needs of families that today fall into the so-called grey belt, and the element of prevention of inequalities. The project has served to identify a frontier of innovation necessary to give new impetus to real estate and infrastructure investments for the creation of social impact. In this direction, Legacoop Abitanti, Legacoop Sociali con Finabita, and the support of Coopfond, the Legacoop Mutual Fund, have promoted and launched in 2019 an intersectoral research path called "SociABìliTA - Generate social value in living and urban regeneration prospects". This research project, under the scientific responsibility of Mario Calderini and Angela Silvia Pavesi, is based on transdisciplinarity as the main lever of innovation and sees in fact the interdepartmental collaboration of the REC Real Estate Centre - www.rec.polimi.it - of the Department of Architecture, Construction Engineering and Built Environment and of Tiresia - www.tiresia.polimi.it - of the Department of Management Engineering of the Politecnico di Milano, through the Fondazione Politecnico. The current project will make it possible to redesign the role and the model of action of the cooperatives of inhabitants and social cooperatives according to an integrated approach in the field of urban regeneration interventions through the elaboration of alternative models to give new impetus to real estate and infrastructure investments, in which the generation of social value can become an integral part of development actions in the territories” (Authors: Pavesi, Bengo, Cia, Falomi). First of all, Cooperatives are studied to objectify the reason for the research, to understand their characteristics, to understand what they can improve, what limits they have and possibly how to overcome them. The state of the art of the context is then studied, focusing in particular on the Facility, Property and Community activities carried out by the Cooperatives of Inhabitants and on the services provided by Social Cooperatives. Once activities and services were mapped and catalogued, the next step was to figure out how to quantify them. Once the Discount Cash Flow was defined and studied as a tool, a questionnaire was then developed to collect this information and allow continuous research. Finally, a SWOT analysis was created by analysing the project.
La tesi di laurea deriva dalla partecipazione ad un progetto di ricerca ancora in corso, iniziato nel 2019, frutto della collaborazione universitaria tra REC e TIRESIA (Politecnico di Milano) e Legacoop Abitanti. "Nel 2017 Legacoop Abitanti e il REC del Dipartimento ABC del Politecnico di Milano hanno avviato un percorso di ricerca condiviso con l'obiettivo di tracciare una prospettiva culturale sui valori espressi dal sistema cooperativo nella realizzazione e/o gestione di interventi di housing sociale. Questo processo ha dimostrato chiaramente che l'edilizia sociale, quando si caratterizza per l'attuazione di percorsi mutualistici di capacità, integrazione e innovazione per intere comunità di abitanti, può rappresentare sia l'elemento base di quell'infrastruttura sociale necessaria a soddisfare i bisogni delle famiglie che oggi rientrano nella cosiddetta cintura grigia, sia l'elemento di prevenzione delle disuguaglianze. Il progetto è servito a individuare una frontiera dell'innovazione necessaria per dare nuovo impulso agli investimenti immobiliari e infrastrutturali per la creazione di impatto sociale. In questa direzione, Legacoop Abitanti, Legacoop Sociali con Finabita, e il sostegno di Coopfond, il Fondo Mutuo Legacoop, hanno promosso e avviato nel 2019 un percorso di ricerca intersettoriale denominato "SociABìliTA - Generare valore sociale nelle prospettive di vita e di rigenerazione urbana". Il progetto di ricerca, sotto la responsabilità scientifica di Mario Calderini e Angela Silvia Pavesi, si basa sulla interdisciplinarietà come principale leva di innovazione e vede infatti la collaborazione interdipartimentale del Centro Immobiliare REC - www.rec.polimi.it - del Dipartimento di Architettura, Ingegneria delle Costruzioni e Ambiente Costruito e di Tiresia - www.tiresia.polimi.it - del Dipartimento di Ingegneria Gestionale del Politecnico di Milano, attraverso la Fondazione Politecnico. Il progetto in corso permetterà di ridisegnare il ruolo e il modello di azione delle cooperative di abitanti e delle cooperative sociali secondo un approccio integrato nel campo degli interventi di riqualificazione urbana attraverso l'elaborazione di modelli alternativi per dare nuovo impulso al settore immobiliare e investimenti infrastrutturali, in cui la generazione di valore sociale può diventare parte integrante delle azioni di sviluppo dei territori" (Autori: Pavesi, Bengo, Cia, Falomi). In primo luogo, le Cooperative sono studiate per oggettivare la ragione della ricerca, per capire le loro caratteristiche, per capire cosa possono migliorare, quali limiti hanno ed eventualmente come superarli. Si studia poi lo stato dell'arte del contesto, concentrandosi in particolare sulle attività di Facility, Property e Community svolte dalle Cooperative di Abitanti e sui servizi forniti dalle Cooperative Sociali. Una volta mappate e catalogate le attività e i servizi, il passo successivo è stato quello di capire come quantificarli. Una volta definito e studiato il Discount Cash Flow come strumento, è stato poi sviluppato un questionario per raccogliere queste informazioni e consentire una ricerca continua. Infine, è stata creata un'analisi SWOT analizzando il progetto.
