Milano Porto di Mare. Un parco di risarcimento

The ceaseless increase in the human population and the growth rate of the cities, more and more inhabited compared to other environments, have made it necessary to design an urban environment capable of curbing the ecosystem imbalances created by the urbanization process. At the same time, cities need to develop resilience characteristics to cope with the ongoing climate change. The thesis aims to inserting itself within this probematic framework by putting forward a project proposal for the area of ​​Porto di Mare in Milan. The suburban area of ​​Porto di Mare, as an urban fringe area, is a privileged place for resilient urban regeneration. It contains the waste lands of this uncontrolled expansion, the infrastructures that determine the parceling of the territory on a larger scale and the biological, non-linear margins between city and non-city. The suburbs and in particular the fringe areas are fertile ground for a radical change in the relationship between the consolidated city and external natural spaces. Starting from these premises, the thesis outlines the study of the landscape in some of its specific components: waters, lands, surfaces, buildings, historical tracks, ongoing projects and analysis of the margins. Through these elements were then identified the guidelines for the development of the project proposal: the recovery of the urban fabric through the revitalization of public spaces now underutilized, the development of a new neo-rural fringe and the design of the natural landscape.

Il continuo aumento della popolazione umana e il ritmo di crescita delle città, sempre più abitate rispetto ad altri ambienti, hanno reso necessaria la progettazione di un ambiente urbano capace di arginare gli squilibri ecosistemici creati dal processo di urbanizzazione. Parallelamente le città hanno la necessità di sviluppare caratteristiche di resilienza per far fronte ai cambiamenti climatici in atto. La tesi si pone l’obiettivo di inserirsi all’interno di questo quadro problematico avanzando una proposta progettuale per l’ambito di Porto di Mare a Milano. Il territorio periurbano di Porto di Mare, come area di frangia urbana, è luogo privilegiato per una rigenerazione urbana resiliente. In esso si trovano i terreni di scarto dell’espansione incontrollata, le infrastrutture che determinano la parcellizzazione del territorio a più grande scala e i margini biologici, non lineari, tra città e non città. La periferia e in particolare le aree di frangia sono terreno fertile per un cambiamento radicale del rapporto tra città consolidata e spazi naturali esterni. Partendo da queste premesse la tesi delinea lo studio del paesaggio in alcune sue componenti specifiche: acque, terre, superfici, edificato, tracciati storici, progetti in atto e lettura dei margini. Attraverso questi elementi sono poi state individuate le linee guida per lo sviluppo della proposta progettuale: il recupero del tessuto urbano attraverso la rivitalizzazione degli spazi pubblici ora sottoutilizzati, lo sviluppo di una nuova frangia neo-rurale e il progetto del paesaggio naturale.
